Public Notice of Proposed Bylaw The Wanganui District Council proposes to introduce a liquor ban bylaw that prohibits the consumption and possession of alcohol in some public places. The Council has a current Liquor Ban within the greater Central Business District area to assist the Police in managing disorderly behaviour and criminal offences linked to the consumption of alcohol. This liquor ban was introduced under Section 709H of the Local Government Act 1974. This Act has since been repealed and the Council is required, by 1 July 2004, to have a bylaw relating to the control of liquor in public places, if it wishes to continue to provide the Police with these additional powers for the control of liquor in public places. The Council at its Ordinary meeting on Monday 29 March 2004 resolved: That the Wanganui District Council endorses the draft Liquor Ban Bylaw and Statement of Proposal And that the Wanganui District Council, in pursuance and exercise of the powers and authorities vested in it by the Local Government Act 2002, more specifically Section 83, 147, 155 and 156, resolves to continue to use the Special Consultative Procedure to adopt a bylaw for liquor control purposes And further that the Wanganui District Council endorses the proposed 'Liquor Ban Area' as defined in reference 'C' and similarly resolves to use the Special Consultative Procedure for public consultation before possible Council resolution. The Statement of Proposal, and also the draft Liquor Ban Bylaw, including the plan of the proposed Liquor Ban area, that is proposed for insertion into Part 20 - Public Places, Parks and Reserves in the Wanganui District Consolidated Bylaw are available for inspection and copies may be obtained from the Customer Services Desk at the Wanganui District Council Municipal Building 101 Guyton Street, and also at the Public Library, Queens Park, during normal opening hours. Submissions are invited on the proposal. These should be addressed to: Wanganui District Council Submissions close at 5pm on Friday, 7 May 2004. |
