Public notice of application concerning Resource Consent
Resource Management Act 1991

The Wanganui District Council has received an application from Finsport Consultants Limited for a Resource Consent as described below.

Description of application:

The application is to upgrade the sports facilities at Wanganui Collegiate School by relocating the cricket nets, floodlighting the tennis/netball courts and creating a water-based synthetic turf hockey field with floodlighting at 173 London Street, Wanganui.

The breaches to the District Plan are as follows:

  1. Fourteen 8 metre high light poles will be erected on the existing tennis/netball courts. Seven of these will breach the height recession plane on the front boundary (Grey Street) by 3 metres.
  2. One of the proposed locations for the cricket nets is against the London Street front boundary. As the cricket nets are 3 metres high, the nets will breach the height recession plane by 1 metre.
  3. The hockey field will have eight 18 metre high floodlighting poles. This is in breach of the maximum permitted height for a residential zone by 8 metres.
  4. Two of the floodlighting poles for the hockey field will breach the height recession plane on the front boundary (Grey Street) for a height of 5.5 metres.

The activity is deemed to be a Restricted Discretionary Activity in accordance with the Wanganui District Plan.

Location of the proposed activity:

173 London Street, Wanganui, being legally described as PT Lot 2B Deeds 73, Lot 4B Deeds 73, Lot 3A Deeds 73 & Lot 5A Deeds 73.

The application includes an assessment of environmental effects.

Public notice of territorial authority's requirement for alteration to designation
Sections 168A and 181(4), Resource Management Act 1991

Opus, on behalf of the Minister of Education, gives notice of its requirement for an alteration to a designation for a public work.

The site to which the requirement applies is as follows:
The Notice of Requirement is for a designation for Te Kura Kaupapa Maori O Tupoho on Cross Street, Castlecliff, Wanganui. The site adjoins the existing Designation of the District Plan. This additional land is described as follows:

1. 18 Cross Street, Pt Lot 2 DP 323552

The nature of the proposed work is:
To incorporate an additional 8700m² of land into the existing designation covering Te Kura Kaupapa Maori O Tupoho to provide for school purposes.

The effects that the public work will have on the environment, and the ways in which any adverse effects will be mitigated, are:

Visual: The land subject to this Notice will be playing fields. Effects on the visual environment of the neighbourhood will be no more than minor. The grounds will be well kept as they will be used as playing fields for children who attend the school.

Noise: There is the potential for increased noise levels for neighbouring properties due to children playing sport on the field closer to residential properties. However, this level will be consistent with other primary schools. Any noise created will consist mostly of voices from some students and teachers participating in physical outdoor activity, and are generally accepted as part of a school's operation. Although the use of the school cannot be restricted to the normal teaching hours of 8.30am to 3.30pm, due to the common use of schools for extra curricular activities that may take place outside of these hours and during weekends, these hours are when noise is likely to be emitted from the grounds on a regular basis.

Cultural: There are no archaeological or scientific sites identified on the District Plan maps within the project area. However, if artefacts are uncovered during construction and development, appropriate mitigation measures have been proposed.

Traffic: There shall be no traffic entering the new land as it is going to be used for playing fields and any traffic will be contained within the existing designated site.

Lighting: No lighting of the site is proposed.

Alternative sites, routes and methods that have been considered to the following extent:
Alternative sites have not been considered given that the site is owned by the Ministry of Education and is adjacent to the existing school.

The public work and designation are reasonably necessary for achieving the objectives of the territorial authority because:
The Notice of Requirement for the designation is required to provide for the on-going use and reasonable needs of the school in order to meet the educational needs of the community. The designation is required to apply to the entire school site so that the school can be planned and used in an integrated manner on an ongoing basis, with an appropriate legal status under the Resource Management Act.

The following consultation has been undertaken with parties that are likely to be affected:
Affected parties immediately adjacent to the proposed school extension were informed of the proposed designation by post and were invited to comment.

Possum poison (cholecalciferol gel bait) stations

Possum poison bait stations will be laid in the 'green belt' from Victoria Park to the Deer Park from Friday, 29 August 2008, to Sunday, 30 November 2008.

When in these areas, please keep dogs under control at all times or muzzled. Should they consume any carcasses or parts please seek veterinary advice.

The Wanganui District Council has received an application from Urbis Ashburton Limited for a Resource Consent as described below.

Description of application:
The application is to establish and operate a 24 unit motel complex and manager's residence at 55a/57 Heads Road, Wanganui.

The breaches to the District Plan are as follows:

  1. Visitor accommodation is a commercial activity and the site is zoned residential. Commercial activities in the residential zone are an unrestricted discretionary activity.
  2. The Height Recession Plane will be breached on the western and eastern boundaries (road boundaries) by the motel units and by the signage.
  3. The signage on Heads Road will be 2.6m². Advertising in the residential zone for travellers' accommodation is restricted to 2.0m².
  4. The sign will also be neon, which is a restricted discretionary activity in the residential zone.
  5. The garage for the manager will be located in front of the motel complex on State Highway 3 and will not be of the same design and construction as the motel complex. This breaches the accessory building rule for the residential zone.
  6. At full capacity the motel could contain 58 people.Because the motel can be accessed from a local road, the traffic generation limit is 50 people at any one time.

The activity is deemed to be an Unrestricted Discretionary Activity in accordance with the Wanganui District Plan.

Alma RoadAlma Road between Gorran Avenue and Collins Street will be subject to a one-way restriction from 7.00am Thursday, 6 November 2008 until 6.00pm Friday, 21 November 2008, for the purpose of constructing a new sewer.

Westbound traffic is requested to follow the signposted detours whilst the restriction is in place.

Eastbound traffic will be able to pass through the work area.

Proposal to close road(s)/street(s) to vehicular traffic
Brunswick Road

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is hereby given that the Wanganui District Council, for the purpose of a hill climb event by the Wanganui Car Club, proposes to close the following road to ordinary vehicular traffic for the period indicated hereunder.

During the proposed period of closure, the following provision will be made for ordinary vehicular traffic which would otherwise use Brunswick Road:
The Wanganui Car Club will allow controlled access through Brunswick Road.

Any person objecting to the proposal is called upon to lodge notice of their objection and grounds thereof in writing before 16 November 2008 at the office of the Wanganui District Council, 101 Guyton Street, Wanganui.

Roads proposed to be closed to ordinary vehicular traffic:
Brunswick Road from 1km from the bridge at the bottom to the intersection with Blueskin Road.

Period or periods of proposed closure:
Sunday, 14 December 2008, from 9.00am to 6.00pm.

Public notice of the right to demand a poll on the electoral system for the Wanganui District Council

Notice is given under Section 28 (1) of the Local Electoral Act 2001 that electors of the Wanganui District Council have the right to demand a poll on the electoral system to be used for the 2010 triennial elections of the Wanganui District Council.

The Wanganui District Council resolved on 2 September 2008 to continue with the First Past the Post (FPP) electoral system for the 2010 election, unless a poll determines otherwise. The Local Electoral Act 2001 provides for the choice between the First Past the Post (FPP) and Single Transferable Vote (STV) electoral systems.

A valid demand for a poll must be:

  • Made in writing.
  • Signed by at least 5 percent of the number of electors enrolled as eligible to vote at the 2007 triennial election of the Wanganui District Council. This will require 1536 signatures of current electors.
  • Delivered to the principal office of the Wanganui District Council, 101 Guyton Street, Wanganui, by Saturday, 28 February 2009, but note that under section 35(6) of the Interpretation Act 1999, the final day on which poll demands can be received is 2 March 2009.

Section 30 (3) of the Local Electoral Act states that every elector who signs a demand must also set out their name and the address for which they are qualified as an elector of the Wanganui District Council.
