Plan Change No. 14 sought to rezone the property located at the end of Birch Place, Wanganui, being Lot 78 DP 48286 and held in Certificate of Title 200154 Wellington Land Registration District, from Reserves and Open Space to Residential Zone. This land is shown on the Wanganui District Planning Maps as Birch Place Reserve.

Public notice is hereby given in accordance with Clause 10(3) of the First Schedule of the Resource Management Act 1991 (the Act) that at its Ordinary Meeting on Monday, 8 June 2009, the Council determined that Plan Change 14 to the Wanganui District Plan be approved.

Birch Place Reserve is to be rezoned from Reserves and Open Space to Residential.

Submitters to the Plan Change have the opportunity to appeal the Decision within 30 working days of receiving the Decision.

The Wanganui District Council gives notice, as required by the Dog Control Act 1996, Section 37(b), of the Dog Registration Fees set by resolution of Council on 8 June 2009.

The Dog Registration Fees are for 1 July 2009 to 30 June 2010.

Dogs classified as "dangerous" pay 150% of the level that would apply if the dog were not classified as a dangerous dog (Section 32, 1(e) of the Dog Control Act 1996)

Microchipping of dogs

From 1 July 2006 the following are required to be microchipped:

• All dogs registered in New Zealand for the first time (excluding working dogs that are exempt)
• All dogs that have been classified as dangerous or menacing on or after 1 December 2003 (including working dogs)
• All unregistered dogs that are impounded
• All registered dogs that are impounded twice in the same registration year, from 1 July 2006

The Wanganui District Council proposes to stop that portion of road described as Sections 1 and 2 on S.O.Plan 419841.

It is intended that Section 1 comprising 339m2 be amalgamated with the adjoining Section 357 comprised in Certificate of Title WN17A/338 producing a combined area of 696m2 which will be advertised for sale by Public Tender.

The small balance area of 38m2 described as Section 2 on S.O.Plan 419841 forms part of the entranceway to Te Heti Kura Te Kohanga Reo and this will be transferred to the Kohanga Reo.

On 9 May 2009 the Wanganui District Council (Prohibition of Gang Insignia) Act 2009 received its Royal assent through Parliament. This Act allows for Council to make a new bylaw - the Wanganui District Council (Prohibition of Gang Insignia) Bylaw 2009 (The Proposed Bylaw) which includes definitions of terms, specifies gangs and specifies public places where the display of gang insignia is prohibited at all times.

Wanganui District Council has prepared a Draft Reserve Management Plan for Virginia Lake and interested parties are invited to lodge written submissions.

The vision statement for Virginia Lake is that 'the reserve's outstanding scenic and park-like characteristics provide for the well-being and enjoyment of the people of Wanganui, and visitors to the District, while at the same time supporting a high value habitat for wildlife within the Wanganui urban area'.

The objectives of the Draft Reserve Management Plan relate to:

Vehicle access to properties on the closed section of the road will be available at all times.

Wanganui Wastewater Separation Project

Kings Avenue between Balgownie Avenue and the Whanganui River will be closed until 5.00pm, Friday, 17 July 2009, for the purpose of constructing new stormwater drains.

Vehicle access to residential properties on the closed section, and also from Bedford Avenue requiring access via Kings Avenue, will be available at all times except when advised by the contractor.

A signposted detour will not be provided.

Lake Wiritoa will be partially closed from Monday, May 4, until the end of the gamebird hunting season on Sunday, June 28.

During this period, the lake will be closed from 4.00pm until noon the following day to allow hunters to shoot in the mornings and evenings. The lake will be open to the public from noon until 4.00pm on these days.
