Wanganui students awarded scholarships to Japan

Six Wanganui students are currently visiting Japan, thanks to the Nakamura Scholarship.

Scholarships were awarded to Julia Day (Wanganui Girls' College), Samantha Swan (Sacred Heart College), James Kemp (Wanganui City College), Sarah Quilliam (Wanganui Collegiate School), Halie McCaffrey (Wanganui High School) and Amanda Fisher (Wanganui High School). Teacher/ manager Jasmine Capell (Wanganui High School) is accompanying the students, who left on September 23 for Nagaizumi-cho, Wanganui's Sister City.

The Nakamura Scholarship is available to New Zealand-born Wanganui students of Japanese who are studying at 5th and 6th form level at secondary school. The scholarship was established through the generous financial support of Tomonobu Nakamura, the President of the Nagaizumi International Exchange (Sister City) Association.

In late 1997 the first two students selected for the scholarship visited Nagaizumi. Following that successful visit, eight students and two leaders visited in 1999 and five students and two leaders in 2000.

This year the programme provides for a stay of two weeks in Nagaizumi-cho, studying at Mishima High School. Home-stay accommodation is provided for the group.

We provide Community Development

  • To improve the overall social and community wellbeing of the Wanganui community.
  • To encourage stronger community networks and co-operation.
  • To encourage fairness and equity in the community.
  • To help make a safer community.
  • To continue to improve relationships in the community.
  • To strengthen relationships between the Council and Whanganui Iwi.

How this service is provided

A small team, based in our Guyton Street building, liaises and networks with a wide variety of people in the community and also provides funding support for various projects as decided by the Council. Community organisations provide some services for the Council and the community through a community contract system. Community development focuses on issues such as health services, crime reduction, disadvantaged groups, employment, education, heritage, sister cities, housing and so on. Services are generally directed towards groups rather than individuals.

Services provided

  1. Social issues and trends information - monitored and the findings made available where appropriate.
  2. Working with tangata whenua at Iwi and hapu level to establish mutually agreeable processes to address local issues and to work the issues through.
  3. Meeting with groups in Wanganui; assessing, co-ordinating, facilitating their needs, to help them solve issues and work toward becoming more self-reliant and effective; and encouraging stronger networks. The Council may advocate on their behalf to appropriate agencies.
  4. Funding community organisations which undertake work in line with the Council's direction, generally through a community contract - an annual funding process.
  5. Joint projects with the Wanganui Police, Police Volunteers and Wanganui Safer Community Council to help reduce the incidence of crime and increase public safety. Administrative support and accommodation for the Safer Community Co-ordinator.
  6. Joint projects with other agencies where there are mutual goals or a significant benefit to the community. An example is working with Good Health Wanganui on a health needs analysis to ensure adequate public health services are retained in Wanganui.
  7. Administering funding schemes e.g. Hillary Commission, Creative New Zealand.
  8. Co-ordinating the sister city relationships, especially with Nagaizumi-cho.
  9. Heritage trail development, sign maintenance and brochures.

Monitoring the service

  • Annual social indicators report.

Cost

The average ratepayer pays $30 per year.

Council and Police working in partnership

The Council and Wanganui Police now have a formal partnership agreement.

Inspector Sam Hoyle and Council CEO Colin Whitlock are pictured signing the agreement. It reflects the partnership that has developed between the organisations and is in response to the political direction of the Council and the Minister of Police.

Possible joint actions and projects are being discussed and some areas where the organisations can share services and training have been identified.

Local Authority Elections
Special Voting

Pursuant to regulation 35 of the Local Electoral Regulations 2001, special voting documents for the Local Authority Elections to be held on Saturday, 13 October 2001, may be obtained from the Special Voting Booth, First Floor, Wanganui District Council Chambers, from Monday, 24 September 2001, to Friday, 12 October 2001, between the hours of 8.30am and 4.30pm daily and also Saturday, 13 October 2001, between the hours of 9.00am and noon.

Persons Entitled to Vote as Special Voters

Any elector may vote at an election or poll as a special voter if -
(a) the elector's name does not appear on the copy of the roll used for that election or poll or has been wrongly deleted from that copy; or
(b) in the case of an election or poll relating to a ward, community, or constituency, the elector has qualified as an elector and the name of the elector is entered on a roll for the territorial authority or other local authority in whose district or region the ward, community, or constituency is situated, but is not entered on a roll in respect of that ward, community, or constituency; or
(c) the elector is a person who is a qualified residential or ratepayer elector under Section 20 (2) or (3) of the Act; but their name is not on the electoral roll or their voting entitlement is incorrectly recorded on that roll; or
(d) the elector spoils, loses, or does not receive his or her voting documents; or
(e) the elector satisfies the electoral officer that it will not be possible or practicable for the elector to vote by casting an ordinary vote without incurring hardship or undue inconvenience.

Sale of Former Plant Nursery
16 Abbot Street

The Wanganui District Council wishes to sell by tender the former Council Plant Nursery located at 16 Abbot Street. The entire property is contained in a 8,896 square metre rear lot and comprises a number of structures including glasshouses, a workshop, tunnel houses, shade house and toilet block.

The Council's preference is to sell the property. However, if no tenders are received, the Council will consider other options, such as lease proposals or offers to purchase, for removal, individual structures or other items. The Tender Pack also contains the appropriate form for parties to register their interest.

Contract No. 962: Kai Iwi Pipe Bridge No. 2

Tenders are invited for the construction of Pipe Bridge No. 2 near Kai Iwi Hall on Rangitatau East Road.

The work consists of construction of piled abutments and space frame truss span and does not include laying of water mains.

Contract No. 955: Brunswick Road Water Treatment Plant

Tenders are invited for the above contract, which is for the construction of a new water treatment plant for the city of Wanganui.

The work includes but is not limited to excavation, drainage, concrete work, steelwork, blockwork, carpentry and roofing, chlorination, electrical controls and pumping, road works and restoration. The plant contractor shall work with another supply and installation contractor for some water treatment.

Tenders are invited for the above contract, which is for the provision of approximately 1400m of new water main to be laid from the existing main to the Brunswick Road proposed water treatment plant.

The work includes but is not limited to trenching, installation and testing, filling and reinstatement.

Vacancy - Assistant English Teacher

To Wanganui's Sister City, Nagaizumi-cho, Japan

The Nagaizumi-cho Education Board is seeking applications for the position of Assistant English Teacher at its Junior High Schools for 2002.

The period of the appointment will be for one year from 1 April 2002. By mutual agreement the term may be extended for a further 12 months. Preference will be given to applicants with a university degree and having teaching experience. However, other interested persons with university qualifications are also invited to apply. A cheerful, outgoing personality and interest in Japanese culture will be important qualities in intending applicants. Single accommodation is available. Temporary road closure
Wanganui Wastewater Separation Project

Wanganui District Council wishes to advise that Konini Street, between Burns Street and London Street, will be closed from 8am on Thursday, 27 September 2001, for approximately three weeks for the purpose of installing a new sewer main in the street.

Access to residential properties will be available at all times.

Road users are requested to follow the sign posted detours whilst the closure is in operation.

Wanganui District Council regrets any inconvenience caused.

 

Wanganui Community Awards

Nominations for the Wanganui Community Awards are now being sought.

The Awards will be made to persons who have carried out meritorious voluntary service in Wanganui.

Applicants will require to be nominated by two citizens of Wanganui, or a bona fide organisation.

Please note:
Previous nominations will not be considered for selection. Only those persons nominated this year will be considered, as nominations do not "roll over" annually.
