How this service is provided

Building control: The Council provides for safe buildings through issuing and inspecting about 1200 building consents per year. Building work is made to comply with national standards, with action taken against substandard work. All of the District's building records are securely held.
Environmental health control: Some 360 premises are licensed and inspected to ensure minimum standards of health are maintained. Premises include food premises, hairdressing salons, camping grounds, hotels and dangerous goods premises. Some 345 Sale of Liquor Licences are issued per year. 'Nuisance' or health hazards, such as litter dumping, smoky fires, abandoned vehicles, noise control, food complaints and bylaw enforcement, are investigated and resolved.
Resource management control: This service ensures that people know whether an activity is allowable subject to conditions or requires further investigation and consent, e.g. new factory or subdivision. Up to 250 resource consents are issued per year. They are also monitored to ensure compliance with conditions.
L.I.M. (Land Information Memorandum): On application, the Council can supply all the details it holds on any piece of land within the District. Information includes rates, building/resource consent records, health licences, complaints, water supply information, land features etc.

Service standards

  • Building control - Applications for building consents are processed within 10 days if the value of the work is under $500,000; otherwise within 20 days. Minor building work e.g. garages, swimming pools, solid fuel heaters will be processed within three days. All complaints for the previous five years are recorded, securely filed and made available as required.
  • Environmental health control - Approximately 500 inspections will be carried out, 800 health complaints and enquiries investigated and 360 licences issued. An after hours noise control service is provided under contract by Wanganui Security Services. Response to abandoned vehicles and litter will be within 48 hours, while urgent nuisance complaints will be responded to within 30 minutes and within 24 hours for non-urgent complaints.
  • Resource management control - All applications are processed in accordance with the District Plan and Resource Management Act, with non-notified consents processed within 20 working days and notified consents processed within 50 working days. The Council keeps a record of all resource consents and written complaints received during the preceding five years and these are made available as required. All consent conditions are monitored for compliance.

Note: Environmental Services, as outlined above, are available through the Council's front counter and telephone services from 8am to 5pm on weekdays. After hours services are available through the Council's after hours telephone service; however, response is determined by the urgency of the problem.

Monitoring the service

  • Independent surveys every two years of service industry users e.g. Master Builders Association.
  • Independent audits of particular services on a regular basis.

Cost

For building control the average ratepayer pays $10 per year. Building consent costs are charged at actual costs ($65 per hour) which depend on the complexity of the construction, and how many inspections are needed.
LIMs cost $140 for residential properties.
For environmental health control the average ratepayer pays $12 per year. Licence costs are actual costs ($65 per hour) depending on time taken for inspection.
For resource management control the average ratepayer pays $11 per year. Consents are at cost, depending on the time taken.

Food safety tips for summer

Be a good host this summer by following these food hygiene tips to ensure you serve safe meals.

  1. All "high risk" foods, such as poultry, meat, dairy products, cooked rice and perishables, should be refrigerated below 4 degrees Celsius.
  2. Do not prepare food too far in advance then store at room temperatures.
  3. Remember to wash your hands before handling food or after contaminating your hands (for example, smoking, coughing, going to the toilet).
  4. Use adequate coverings to ensure all food is protected from flies.
  5. Meat that is destined for the barbecue should be cut small enough to allow the middle to be cooked properly. Remember - if it's red, the bacteria will not be destroyed.
  6. Keep cooked and raw food apart to avoid cross-contamination.
  7. Do not leave food out at room temperatures for more than one and a half hours.
  8. If you intend to use leftovers, place them in the refrigerator as soon as possible after cooking and when you reheat them ensure they are heated to a high temperature to destroy bacteria.
  9. Clean the barbecue hot plate with suitable disinfectant before and after use.
  10. Throw away that sausage that has fallen on the ground or been snatched by the dog!

Road works - Bason Botanic Gardens

Work on the road at Bason Botanic Gardens is taking longer than expected due to the weather and unforeseen events.

Kerbing and sealing work is being done from the entrance to the Gardens to the top of the hill. The road is still open most of the time but there may be some minor inconvenience for traffic. However, if there is heavy rain, the road may be closed to traffic. The Gardens remain open as usual.

The following are the closures for the Wanganui District Council for the 2001/2002 Christmas and New Year Holiday period.

Municipal Office Building

The Municipal Office Building will close at 3.00pm on Monday, 24 December and will re-open on Thursday, 27 December through to, and including, Monday, 31 December 2001. The opening hours will be 8.00am to 5.00pm.

The building will then close at 5.00pm on Monday, 31 December 2001 to Wednesday, 2 January 2002 inclusive. Normal opening hours of 8.00am to 5.00pm will resume on Thursday, 3 January 2002.

Refuse Collection - Christmas/New Year

1. Rural Bag and Recyclables Collection
Commencing from Christmas Day, the rural bag and recyclables collection will be provided by the contractor, Budget Waste, on a weekly basis rather than fortnightly.

The collection days remain the same.

There will be rural bag and recyclables collections on Christmas and Boxing Days and New Year's Day and the day after New Year's Day, and the other days over the Christmas/New Year period.

Please note that the provision of this service will be reviewed by the Wanganui Rural Community Board and the Council during consideration of the 2002/2003 Annual Plan.

2. Urban Recyclables and Refuse Collections

a) Waste Management NZ Ltd
There will be no change to the urban recyclables and refuse collections provided by Waste Management NZ Ltd over the Christmas/New Year period.

The Waste Management NZ Ltd help telephone number is 348 8009.

b) Budget Waste
Budget Waste wishes to inform urban residents that there will not be a refuse bag or wheelie bin collection on Christmas Day.

Instead, Budget Waste customers normally serviced on Tuesday, 25 December 2001, will be serviced on Monday, 24 December 2001.

The normal Budget Waste collection service applies on Boxing Day, New Year's Day, the day after New Year's Day, and the other days over the Christmas/New Year period.
