At Your Service - Roading

We provide roads

  • To allow the movement of people and goods throughout the District to give economic and social benefits. This is achieved by a road network that has an all weather surface with good skid resistance, visibility and smoothness. It is capable of carrying both light and heavy vehicles.

How this service is provided

Access to all District properties is provided through 220km of urban roads and 615km of rural roads, including 75 bridges. Traffic management is provided through control systems, signs and markings.

Service standards

  1. Physical access is available to all serviced properties 99+% of the time.
  2. 219km (99%) of the urban and 314km (51%) of the rural roads are sealed.
  3. Road widths/shape are approximately relative to the vehicle volumes carried.
  4. 94% of urban sealed roads have kerb and channel both sides.
  5. Sealed road roughness is kept below the point that causes high vehicle wear.
  6. Vegetation mowing/cutting to specified distances from the road.
  7. Unsealed roads are maintained to the following standards:
    Potholes - repaired before they reach 50mm depth.
    Corrugations - repaired before they reach 25mm depth.
    Grading to standard cross section profiles of 5-7% camber.
  8. Urban roads are swept to keep litter and dust to specified minimum standards.
  9. Safety maintained by traffic control/calming devices e.g. signs, islands, flush medians, traffic lights, edge markers etc. Most sealed roads more than five metres wide have markings to guide traffic - repainted regularly to maintain clarity.
  10. Road lighting to promote safe night usage - meaning brighter lighting on busy roads.
  11. Stormwater control, so that roads have limited ponding in all but large storms.
  12. 2.4km of cycle ways on some busy and narrow roads.
  13. Eight service lanes (0.9km total) to give rear access to commercial properties in the Central City area.

Cost

Most roading activity is paid 46% by the ratepayer and 54% by Transfund (central government agency). The 46% is divided into equal thirds. The average ratepayer then contributes as follows:

Commercial $911 per year
Farming $748 per year
Residential $65 per year

Fires in the urban area

Did you know that the Council by-laws cover the use of household incinerators, barbecues and open burning?

There are often complaints about the misuse of incinerators and inconsiderate burning of domestic and garden refuse in the urban area. Improving burning methods has benefits in terms of fire safety, air pollution and community pride.

Remember - composting is an alternative to burning.

Fire permits

Fire permits are not required for fires in the urban area that are:

  • In an approved incinerator at least 3 metres away from fences, boundaries or combustible material (requirements for incinerators are listed in a pamphlet available from the Council).
  • Barbecue fires under controlled supervision.
  • Hangi fires.

However, open burning requires a fire permit. A permit can be obtained from the Wanganui Fire Service, Maria Place Extension.

Requirements for allowed fires

Approved incinerators, barbecues, hangi and open fires with permits are subject to the following conditions under Clause 3.2 of the by-law:

  • Material to be burnt should be dry and dense smoke must not be emitted.
  • No fire under Clause 3.2(a) shall be lit before sunrise or allowed to continue to burn after sunset.
  • The fire should be fed with small quantities of fuel at frequent intervals.
  • Any person in change of a fire must take precautions (such as having water available to control any fire and the release of sparks and smoke).

Road works - Bason Botanic Gardens

Work on the road at Bason Botanic Gardens is taking longer than expected due to the weather and unforeseen events.

Kerbing and sealing work is being done from the entrance to the Gardens to the top of the hill. The road is still open most of the time but there may be some minor inconvenience for traffic. However, if there is heavy rain, the road may be closed to traffic. The Gardens remain open as usual.

Refuse Collection - Christmas/New Year

1. Rural Bag and Recyclables Collection
Commencing from Christmas Day, the rural bag and recyclables collection will be provided by the contractor, Budget Waste, on a weekly basis rather than fortnightly.

The collection days remain the same.

There will be rural bag and recyclables collections on Christmas and Boxing Days and New Year's Day and the day after New Year's Day, and the other days over the Christmas/New Year period.

Please note that the provision of this service will be reviewed by the Wanganui Rural Community Board and the Council during consideration of the 2002/2003 Annual Plan.

2. Urban Recyclables and Refuse Collections

There will be no change to the urban recyclables and refuse collections provided by Waste Management NZ Ltd over the Christmas/New Year period.

The normal Budget Waste collection service applies on Boxing Day, New Year's Day, the day after New Year's Day, and the other days over the Christmas/New Year period.
