Wastewater discharge to the Whanganui River

Recreational users are advised of potential health risks arising from the discharge of wastewater to the Whanganui River.

Under the coastal permits issued for the wastewater project, the Council is required to regularly inform the public of these potential risks.

At present, the existing combined sewer and stormwater system may overflow and discharge wastewater into the Whanganui River during periods of rain. However, this overflow will be eliminated progressively as sewage is removed from stormwater systems on both private and public property throughout urban Wanganui.

Property owners are reminded that the deadline to comply was 1 July 2007. All sewage must leave their property in a separate pipe that contains no stormwater.

Building consents for Christmas

People seeking building consent approvals before Christmas will need to lodge fully complying documentation before the end of November 2008 to ensure the statutory maximum of 20 working days is available for processing and approval.

Please also note that the Council's Municipal Building services will be closed on the three days between Christmas and New Year.

Public notice is hereby given in accordance with clause 7 of the First Schedule of the Resource Management Act 1991 (The Act) that the Wanganui District Council has prepared a summary of submissions made to:

Proposed Plan Change 14: Rezoning of 9 Birch Place
Proposed Plan Change 14 seeks to rezone the property located at the end of Birch Place, Wanganui, being Lot 78 DP 48286 and held in Certificate of Title 200154 Wellington Land Registration District from Reserves and Open Spaces to Residential Zone. This land is shown on the Wanganui District Planning Maps as Birch Place Reserve.

Copies of all the submissions received and a summary of the decisions requested by submitters to the proposed Plan Change are available for public inspection, during normal working hours, at the Customer Service Desk, Wanganui District Council, 101 Guyton Street, and at the District Library, Queens Park, Wanganui.

The Wanganui District Council now invites further written submissions in support of, or in opposition to, those submissions already made.

Further submissions may only be in support of, or in opposition to, submissions already made to the proposed Plan Change 14. Further submissions must be in writing, and be in the prescribed form, which is available from the Wanganui District Council, and addressed to:

Note:
You must send a copy of your further submission to the person or organisation whose submission you are supporting or opposing, within five working days of sending your submission to the Wanganui District Council.

Following the close of further submissions, if required, the Wanganui District Council will then hold a Hearing of the submissions. All persons who make a submission or further submission and who requested to be heard will be advised of the date, time and place of the Hearing. The Council will then make decisions on the submissions and further submissions. Any submitter or further submitter may refer the decision on their submission to the Environment Court.

Public notice of application concerning Resource Consent
Resource Management Act 1991

The Wanganui District Council has received an application from Finsport Consultants Limited for a Resource Consent as described below.

Description of application:

The application is to upgrade the sports facilities at Wanganui Collegiate School by relocating the cricket nets, floodlighting the tennis/netball courts and creating a water-based synthetic turf hockey field with floodlighting at 173 London Street, Wanganui.

The breaches to the District Plan are as follows:

  1. Fourteen 8 metre high light poles will be erected on the existing tennis/netball courts. Seven of these will breach the height recession plane on the front boundary (Grey Street) by 3 metres.
  2. One of the proposed locations for the cricket nets is against the London Street front boundary. As the cricket nets are 3 metres high, the nets will breach the height recession plane by 1 metre.
  3. The hockey field will have eight 18 metre high floodlighting poles. This is in breach of the maximum permitted height for a residential zone by 8 metres.
  4. Two of the floodlighting poles for the hockey field will breach the height recession plane on the front boundary (Grey Street) for a height of 5.5 metres.

The activity is deemed to be a Restricted Discretionary Activity in accordance with the Wanganui District Plan.

Location of the proposed activity:

173 London Street, Wanganui, being legally described as PT Lot 2B Deeds 73, Lot 4B Deeds 73, Lot 3A Deeds 73 & Lot 5A Deeds 73.

The application includes an assessment of environmental effects.

Possum poison (cholecalciferol gel bait) stations

Possum poison bait stations will be laid in the 'green belt' from Victoria Park to the Deer Park from Friday, 29 August 2008, to Sunday, 30 November 2008.

When in these areas, please keep dogs under control at all times or muzzled. Should they consume any carcasses or parts please seek veterinary advice.

Temporary road closure
Whanganui City Bridge

Pursuant to the Tenth Schedule of the Local Government Act 1974, the Wanganui District Council has resolved to close the Whanganui City Bridge from Taupo Quay to Anzac Parade on Sunday, 7 December 2008, from 6.00am to 1.00pm to permit safe spectator viewing of the Billy Webb Centennial Challenge rowing event.

Kings AvenueKings Avenue between Heads Road and Tawa Street will be closed until 5.00pm Tuesday, 23 December 2008, for the purpose of installing a new stormwater drain.

Vehicle access to residential properties on the closed section will be available at all times unless advised by the contractor. A signposted detour will not be provided.

Public notice of the right to demand a poll on the electoral system for the Wanganui District Council

Notice is given under Section 28 (1) of the Local Electoral Act 2001 that electors of the Wanganui District Council have the right to demand a poll on the electoral system to be used for the 2010 triennial elections of the Wanganui District Council.

The Wanganui District Council resolved on 2 September 2008 to continue with the First Past the Post (FPP) electoral system for the 2010 election, unless a poll determines otherwise. The Local Electoral Act 2001 provides for the choice between the First Past the Post (FPP) and Single Transferable Vote (STV) electoral systems.

A valid demand for a poll must be:

  • Made in writing.
  • Signed by at least 5 percent of the number of electors enrolled as eligible to vote at the 2007 triennial election of the Wanganui District Council. This will require 1536 signatures of current electors.
  • Delivered to the principal office of the Wanganui District Council, 101 Guyton Street, Wanganui, by Saturday, 28 February 2009, but note that under section 35(6) of the Interpretation Act 1999, the final day on which poll demands can be received is 2 March 2009.

Section 30 (3) of the Local Electoral Act states that every elector who signs a demand must also set out their name and the address for which they are qualified as an elector of the Wanganui District Council.

Rates rebates
1 July 2008 – 30 June 2009

The income threshold for rates rebate is $21,180 and the maximum allowable rebate is $530.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2008)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2008 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2008/09
  • your Horizons Regional Council rates assessment for 2008/09

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.
