Pensioner housing

Pensioner flatCouncil's pensioner units are for older people with limited means who are able to live independently. We have 16 separate complexes in various parts of the city. The weekly rental is $77 for one person and $89 per week for couples. These self-contained units include carpets and drapes. The rental includes ground maintenance. Application forms available either at the Property Office, Wanganui District Council or on request.

Expressions of interest

The Wanganui District Council calls for expressions of interest in respect of an area of 18 hectares, more or less, with access off Mosston Road.

The area would be suitable for grazing but requires improvement to pastures by clearing lupin, mulching, spraying and regrassing of some areas. Fences require stock proofing and water supply needs to be developed either from an existing well or by connection to Rogers Street. Horses and pig farming excluded.

Summary of Submissions Available and Call for Further Submissions to Proposed Plan Change 14 - Rezoning of 9 Birch Place

Public notice is hereby given in accordance with clause 7 of the First Schedule of the Resource Management Act 1991 (The Act) that the Wanganui District Council has prepared a summary of submissions made to:

Proposed Plan Change 14: Rezoning of 9 Birch Place
Proposed Plan Change 14 seeks to rezone the property located at the end of Birch Place, Wanganui, being Lot 78 DP 48286 and held in Certificate of Title 200154 Wellington Land Registration District from Reserves and Open Spaces to Residential Zone. This land is shown on the Wanganui District Planning Maps as Birch Place Reserve.

Copies of all the submissions received and a summary of the decisions requested by submitters to the proposed Plan Change are available for public inspection, during normal working hours, at the Customer Service Desk, Wanganui District Council, 101 Guyton Street, and at the District Library, Queens Park, Wanganui.

The Wanganui District Council now invites further written submissions in support of, or in opposition to, those submissions already made.

Further submissions may only be in support of, or in opposition to, submissions already made to the proposed Plan Change 14. Further submissions must be in writing, and be in the prescribed form, which is available from the Wanganui District Council, and addressed to:

Note:
You must send a copy of your further submission to the person or organisation whose submission you are supporting or opposing, within five working days of sending your submission to the Wanganui District Council.

Following the close of further submissions, if required, the Wanganui District Council will then hold a Hearing of the submissions. All persons who make a submission or further submission and who requested to be heard will be advised of the date, time and place of the Hearing. The Council will then make decisions on the submissions and further submissions. Any submitter or further submitter may refer the decision on their submission to the Environment Court.

Closure of roads to ordinary vehicular traffic
Brunswick Road

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is hereby given that for the purpose of a hillclimb event staged by the Wanganui Car Club, the following roads will be closed to ordinary vehicular traffic for the period indicated hereunder.

During the proposed period of closure, the following provision will be made for ordinary vehicular traffic which would otherwise use Brunswick Road from 1km before the bridge at the bottom to the intersection with Blueskin Road.

Period or periods of closure:
Sunday, 14 December 2008, from 9.00am to 6.00pm

Alternative provision for ordinary vehicular traffic:
The Wanganui Car Club will allow controlled access through Brunswick Road.

It will be an offence under the above regulations for any person otherwise than under authority of an authorised permit to use the roads for ordinary vehicular traffic during the period of closure.

Roberts Avenue from 136 Roberts Avenue to Paterson Street intersection

Weather permitting, Roberts Avenue from Rural No. 136 to Paterson Street intersection will be closed between 9.00am and 11.30am and 12 noon and 2.00pm on Thursday, 11 December 2008, for the purpose of replacing two high voltage power poles.

If wet weather prevents work at these times, the work will be carried out on Friday, 12 December 2008, or a date to be advertised in 2009.

The site will be controlled and motorists will be guided through when the crane is not in operation.

A signposted detour will not be provided.

Gorran AvenueGorran Avenue between Alma Road and Kawatiri Avenue will be closed until 6.00pm Monday, 22 December 2008, for the purpose of installing a stormwater drain. The road will also be closed from 7.00am Monday, 5 January 2009, to 6.00pm Friday, 23 January 2009.

Access to properties along the closed section will be available at all times.

Road users are requested to follow the signposted detour whilst the closure is in operation.

Kings AvenueKings Avenue between Heads Road and Tawa Street will be closed until 5.00pm Tuesday, 23 December 2008, for the purpose of installing a new stormwater drain.

Vehicle access to residential properties on the closed section will be available at all times unless advised by the contractor. A signposted detour will not be provided.

Public notice of the right to demand a poll on the electoral system for the Wanganui District Council

Notice is given under Section 28 (1) of the Local Electoral Act 2001 that electors of the Wanganui District Council have the right to demand a poll on the electoral system to be used for the 2010 triennial elections of the Wanganui District Council.

The Wanganui District Council resolved on 2 September 2008 to continue with the First Past the Post (FPP) electoral system for the 2010 election, unless a poll determines otherwise. The Local Electoral Act 2001 provides for the choice between the First Past the Post (FPP) and Single Transferable Vote (STV) electoral systems.

A valid demand for a poll must be:

  • Made in writing.
  • Signed by at least 5 percent of the number of electors enrolled as eligible to vote at the 2007 triennial election of the Wanganui District Council. This will require 1536 signatures of current electors.
  • Delivered to the principal office of the Wanganui District Council, 101 Guyton Street, Wanganui, by Saturday, 28 February 2009, but note that under section 35(6) of the Interpretation Act 1999, the final day on which poll demands can be received is 2 March 2009.

Section 30 (3) of the Local Electoral Act states that every elector who signs a demand must also set out their name and the address for which they are qualified as an elector of the Wanganui District Council.

Rates rebates
1 July 2008 – 30 June 2009

The income threshold for rates rebate is $21,180 and the maximum allowable rebate is $530.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2008)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2008 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2008/09
  • your Horizons Regional Council rates assessment for 2008/09

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.
