Public notice of operative date for Plan Change 15 to the
Wanganui District Plan

Public notice is hereby given in accordance with Clause 10(3) and Clause 20(2) of the First Schedule of the Resource Management Act 1991 that the Wanganui District Council has approved the following plan change to the Wanganui District Plan:

Plan Change 15: Central City Heritage Protection
Plan Change 15 sought to add buildings to the existing District Plan Appendix A Heritage Resources Inventory. This will protect the buildings from demolition, relocation, or significant alteration.

At its Ordinary meeting of Monday, 23 November 2009, the Council adopted the above plan change, which is to become operative on Friday, 4 December 2009.

Public notice of application concerning Resource Consent
Resource Management Act 1991

The Wanganui District Council has received an application from the Wanganui District Council for a Resource Consent as described below.

Description of application:
To remove protected tree no. 84 (the largest of nine pine trees on Queens Park near the cenotaph) and take propagation material to grow replacement trees for the site.

Location of the protected pine tree:
Queens Park, legally described as Section 559 Town of Wanganui located on top of 'Rutland Hill' next to the War Memorial in the cenotaph area.

The application includes an assessment of environmental effects.

Any person may make a submission on the application. You may do so by sending a written submission to the Chief Executive, Wanganui District Council, PO Box 637, Wanganui. The submission must be in Form 13. Copies of this form are available from the Wanganui District Council Administration Building (Customer Services).

Submissions close at 4.00pm on Thursday, 17 December 2009.

You must also serve a copy of your submission on Hora Mangu (the applicant), whose address for service is Wanganui District Council, PO Box 637, Wanganui, as soon as practicable after serving your submission on the Wanganui District Council.

Proposal to stop road
Pursuant to Section 342 Local Government Act 1974 –
corner Montgomery Road and State Highway 3 Wanganui

The Wanganui District Council proposes by recommendation:

1. That an area of 0.2541 Ha of legal and closed road described as Section 1 on Survey Office Plan No. 422441 be stopped; AND

2. That an area of fee simple land comprising 0.1396 Ha and described as Section 2 on Survey Office Plan No. 422441 be taken for road.

The above actions will legalise the "as built" situation where Montgomery Road meets State Highway 3.

Survey Office Plan No. 422441 showing the two areas described above is now available for public inspection at the Customer Services Counter, Municipal Office Building, 101 Guyton Street, Wanganui, between 8.00am and 5.00pm Monday to Friday.

Any objection to the proposal must be lodged in writing with the Chief Executive, Wanganui District Council, PO Box 637, Wanganui within 40 days of the publication of this notice, namely 15 December 2009.

This is the second publication of this notice.

Road intersections with Anzac Parade – Jones Street to Eastown Road

Roads that intersect with Anzac Parade between Jones Street and Eastown Road will be closed (one at a time) from Monday, 26 October 2009, until Tuesday, 19 January 2010, for the purpose of laying duct, water pipe and gas mains.

Vehicle access to residential properties on the closed section will be available at all times unless advised by the contractor.

Road users are requested to follow the sign-posted detours whilst the closures are in operation.

Polson Street mapPolson Street between Bamber Street and Manuka Street will be closed from 7.00am Thursday, 29 October 2009, until 5.00pm Monday, 30 November 2009, for the purpose laying a stormwater line.

Vehicle access to residential properties on the closed section will be available at all times unless advised by the contractor.

A sign-posted detour will not be provided.

Lake Wiritoa closures for the 2009/10 season

During the 2009/10 season, the ski lane area at Lake Wiritoa will be closed at the following times for the Wanganui Water Ski Club (from Saturday, 31 October 2009, through to Sunday, 25 April 2010):

  • Tuesday and Thursday nights from 5.00pm to dusk
  • Sunday mornings from dawn to 12.00pm

The ski lane area will also be closed every Wednesday night from dusk to dawn for jet skiers.

Lake Wiritoa will not be closed over the Christmas period December 25 to January 4.

The passive area will be open to the public throughout the season.

The lake will also be closed on the following dates from dawn to dusk.

Possum poison (cholecalciferol gel bait) stations

Possum poison will be laid in bait stations at Victoria Park cricket ground and Kowhai Park arboretum from Friday, 14 August 2009, to Monday, 30 November 2009.

Bait stations will be well above the reach of small children and dogs.

When in these areas, please keep dogs under control at all times or muzzled. Should they consume any carcasses or parts, please seek veterinary advice.

Rates rebates
1 July 2009 – 30 June 2010

The income threshold for rates rebate is $21,910 and the maximum allowable rebate is $550.

However, if your income exceeds $21,910 you could still be entitled to a rebate depending on the total cost of your rates and the number of dependents.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2009)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2009 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2009/10
  • your Horizons Regional Council rates assessment for 2009/10

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.
