At Your Service - Emergency Management
Including Civil Defence and Rural Fire

We provide an emergency management service

  • To enable the community to effectively respond to emergency situations and to protect life and property.

How this service is provided

An Emergency Management and Civil Defence (CD) organisation based in the Council building provides planning skills, information, training and, in the event of an emergency, co-ordination of the response and restoration.
Typical emergencies covered by the service include earthquakes, floods and storms, water shortages, chemical spills, rural fires and service utility failures.
A fully trained rural fire unit is based at the Fire Station in Maria Place Extension.

Services provided

  1. Personal preparedness education activities at all levels (from primary to tertiary) - approximately 16 training days a year.
  2. Regular training sessions, which involve a wide range of organisations and residents, including an annual training exercise based on a prescribed threat or hazard.
  3. Volunteer rescue squad trained to rescue and evacuate people.
  4. A hazard warning system (including sirens) from information sources such as river gauges, specific weather forecasts, volcanic and tsunami reports.
  5. Public education and advice, including pamphlets and visual aids.
  6. Co-ordination of community and service organisations through regular contact and meetings.
  7. Civil Defence kits for sale, containing basic domestic survival items.
  8. A 24-hour response to rural fires through the 111 emergency telephone system.

Customer service

  • One Civil Defence Officer is available for after hours response via telepager or cellphone. The Wanganui District Council after hours contact system refers initial calls.
  • The New Zealand Fire Service is contracted to issue rural fire permits.

Monitoring the service

  • Internal and external assessment of the exercises.

Cost

The average ratepayer pays $17 per year.
CD survival kits cost $29 each.
Rural fire costs an average of $136 per rural ratepayer per year, plus charges are made to individual landowners at fault.

Election results

The preliminary count from the 2001 local authority elections will be available on the Council's web site on Saturday, October 13.

Voting closes at midday on Saturday and the preliminary count will be on the site some time after 4pm. It can be viewed at www.wanganui.govt.nz/results2001/. Please note that the link will not be live until the preliminary count is known.

Soakpit search

The quest is on for the perfect soakpit or alternative on-site stormwater disposal method.

If you have a clever idea to dispose of your stormwater that would help other people then we would like to know.

The Council is offering prizes to people who can come up with innovative ways of stormwater disposal, including different methods of installing soakpits. The competition is open to anyone who is not in the trade and will be judged on the following criteria:

  • Cost savings for home owners
  • Minimised disruption to property
  • Low maintenance
  • Innovation
  • Ability to cope with rainstorms
  • Compliance with all Council requirements (see Stormwater Separation Guide)
  • The potential to be used by others

Entries must include photographs and/or drawings as well as a description suitable for publication.

The Council will be the sole judge of all entries.

Road works at Bason Botanic Gardens until end of October

Work will begin on the road at Bason Botanic Gardens next week and may cause some disruption to traffic.

Kerbing and sealing work will be done from the entrance to the Gardens to the top of the hill. The road will remain open but there may be some minor inconvenience for traffic.

The work is expected to take several weeks, weather permitting.

Fortnightly Rural Bag Collection Contract
November 2001 - April 2002

The Council's new contractor, Budget Waste, will take over the rural rubbish bag collection from Tuesday, November 6.

Collection days remain the same, but bags will be collected fortnightly not weekly. Correctly packaged recyclables will be collected.

The Papaiti bin site will be closed and a bag pick-up point will be established on Papaiti Road.

Yellow stickers will not be valid after November 1.

The Budget Waste system offers the options of pink stickers, or blue or yellow prepaid bags.

Rural residents with excess yellow stickers are welcome to exchange these for pink stickers at the Wanganui District Council office, Treasury Services counter, 101 Guyton Street. This exchange offer is available until the end of November.

During October rural residents will receive Budget Waste leaflets about the collection dates. The Budget Waste help telephone number is 344 4201.

Applications for financial assistance under the Creative New Zealand Local Arts Funding Scheme are now being called for.

Approximately $16,000 is available for distribution to arts and cultural activity groups, organisations and individuals, based in the Wanganui District Council area. (Applications from individuals must indicate community rather than exclusive benefit).

Local Authority Elections
Special Voting

Pursuant to regulation 35 of the Local Electoral Regulations 2001, special voting documents for the Local Authority Elections to be held on Saturday, 13 October 2001, may be obtained from the Special Voting Booth, First Floor, Wanganui District Council Chambers, from Monday, 24 September 2001, to Friday, 12 October 2001, between the hours of 8.30am and 4.30pm daily and also Saturday, 13 October 2001, between the hours of 9.00am and noon.

Persons Entitled to Vote as Special Voters

Any elector may vote at an election or poll as a special voter if -
(a) the elector's name does not appear on the copy of the roll used for that election or poll or has been wrongly deleted from that copy; or
(b) in the case of an election or poll relating to a ward, community, or constituency, the elector has qualified as an elector and the name of the elector is entered on a roll for the territorial authority or other local authority in whose district or region the ward, community, or constituency is situated, but is not entered on a roll in respect of that ward, community, or constituency; or
(c) the elector is a person who is a qualified residential or ratepayer elector under Section 20 (2) or (3) of the Act; but their name is not on the electoral roll or their voting entitlement is incorrectly recorded on that roll; or
(d) the elector spoils, loses, or does not receive his or her voting documents; or
(e) the elector satisfies the electoral officer that it will not be possible or practicable for the elector to vote by casting an ordinary vote without incurring hardship or undue inconvenience.

Sale of Former Plant Nursery
16 Abbot Street

The Wanganui District Council wishes to sell by tender the former Council Plant Nursery located at 16 Abbot Street. The entire property is contained in a 8,896 square metre rear lot and comprises a number of structures including glasshouses, a workshop, tunnel houses, shade house and toilet block.

The Council's preference is to sell the property. However, if no tenders are received, the Council will consider other options, such as lease proposals or offers to purchase, for removal, individual structures or other items. The Tender Pack also contains the appropriate form for parties to register their interest.

Contract No. 955: Brunswick Road Water Treatment Plant

Tenders are invited for the above contract, which is for the construction of a new water treatment plant for the city of Wanganui.

The work includes but is not limited to excavation, drainage, concrete work, steelwork, blockwork, carpentry and roofing, chlorination, electrical controls and pumping, road works and restoration. The plant contractor shall work with another supply and installation contractor for some water treatment.

Tenders are invited for the above contract, which is for the provision of approximately 1400m of new water main to be laid from the existing main to the Brunswick Road proposed water treatment plant.

The work includes but is not limited to trenching, installation and testing, filling and reinstatement.
