Proposed Bylaw to Prohibit Gang
Insignia from the Central Business District
and Other Public Places in the Wanganui District
The Wanganui District Council proposes to introduce a bylaw that will
prohibit gang insignia from the central business district and other public
places in the Wanganui District.
The Council has formally met on two occasions to consider and debate
what action is best to take to address the problem of gang intimidation
in Wanganui.
The Local Government Act 2002 authorises the Council to make Bylaws for
the purposes of protecting the public from nuisance, protecting, promoting
and maintaining public health and safety; and minimising the potential
for offensive behaviour in public places.
The Council at its Ordinary meeting on Monday, 3 April 2006, resolved:
That the Council accepts that a bylaw
is the most appropriate way of addressing the perceived problem of gang
intimidation in public places
And that a bylaw in the form of the tabled
paper is the most appropriate form of bylaw
And further that a bylaw in the form tabled
is considered unlikely to give rise to any implications under the New
Zealand Bill of Rights Act 1990
And further that pursuant to Section 83
of the Local Government Act 2002, the Council publish the proposed bylaw
for community input and consultation
And further that the full Council hears
submissions on the draft bylaw.
A Statement of Proposal, a Summary of the Information and the draft Bylaw
are available for inspection and copies may be obtained from the Customer
Services Desk at the Wanganui District Council Municipal Building, 101
Guyton Street, and also at the District Library, Queens Park, during normal
opening hours, and on this page.
Submissions are invited on the proposal.

I can help them by listening to what they want for Wanganui and try to
make that happen and as I am a young person I know what they want.

young people:
Develop a one-stop shop (council, health, recreational), host national
events - motivational speakers, celebrities, national and local bands,
life skills programmes, cooking classes. Profile Wanganui's successful
talented youth as existing role models to motivate more participation
in youth activities.

young people:
I am well known and heaps of people talk to me as we stroll through town.
They tell me things like ohhh how boring it is for them here and there's
not much for them to do and what things they need to improve on. Plus
I'm not shy to speak up and I just want what's best for my friends and
family and others.

young people:
I will be able to use my networking skills and existing connections with
youth organisations to give effective communication between the WDC and
the youth community, therefore allowing a healthy outlet for the youth
voice and the WDC making informed decisions concerning youth. I am passionate
about youth. They are this city's greatest asset.

young people:
I've lived in Whanganui my whole life, I've seen it grow and believe that
it has potential for young people. I've thought of new ideas and ways
to improve Whanganui for young people. I have strong motives, as I am
young and want to make Whanganui more enjoyable. I have heard about the
youth centre being set up by YST and have many ideas about making it an
enjoyable, comfortable place for youth.

I think youth attitude towards Whanganui is too negative and hope to help
transform it into a place Whanganui youth are proud of. I would also like
to help with setting up the youth centre YST is setting up.

Proposed Amendment to the Food
Hygiene Bylaw
The Wanganui District Council proposes to amend the current Food Hygiene
Bylaw. It does so in an effort to encourage greater compliance with food
safety standards to ultimately produce safe food for sale and consumption.
The Local Government Act 2002 authorises the Council to make Bylaws for
the purposes of protecting the public from nuisance, protecting, promoting
and maintaining public health and safety.
It is intended that the current Food Hygiene Bylaw be amended to include:
i. an extended grading system from 'A' Grade through to 'E' Grade (currently
only 'A' and 'B' Grades issued)
ii. compulsory public display of each premise's Grade
iii. closure provisions of premises for cleaning and repair
The Council at its Ordinary meeting on Monday, 12 December 2005, resolved:
That the Council determines that the current Food Hygiene Bylaw needs
to be amended
And that the Special Consultative Procedure, including the Statement of
Proposal, be adopted
And further that all current registered food premises be notified of the
Statement of Proposal and be invited to make submissions.
