Lake Wiritoa closure for duckshooting season

Lake Wiritoa will be closed to the public from Monday, April 28, until Sunday, May 4, for the beginning of the gamebird hunting season.

The lake will then be partially closed from Monday, May 5, until the end of the gamebird hunting season on Sunday, June 29. During this period, the lake will be closed from 4.00pm until noon the following day to allow hunters to shoot in the mornings and evenings. The lake will be open to the public from noon until 4.00pm on these days.

Revocation of Reservation
Birch Place Reserve and Riverlands Reserve

Pursuant to Section 24 (2) (B) Reserves Act 1977

Proposal to revoke the Recreation Reserve status presently recorded in respect of Birch Place Reserve located at 9 Birch Place, Aramoho, and Riverlands Reserve located at 357 Somme Parade, Aramoho.

Birch Place Reserve
Lot 78 Deposited Plan 48286 All Certificate of Title 200154 Wellington Registry, located at 9 Birch Place, Aramoho, Wanganui.

The reason for the revocation proposal is that the reserve is not fulfilling its purpose as a recreation reserve and is surplus to reserve requirements.

The reserve is an area of green open space between Birch Place and Churton School which has been grazed since acquisition in 1978. It has never been developed for recreation purposes as adequate alternative developed recreation areas are provided at Te Mana Park and the playground at the northern end of the Aramoho Holiday Park.

Riverlands Reserve
The reserve is a grassed section with mature specimen trees. The Blue Atlas Cedar (Cedrus Atlantica) located on the reserve is a protected tree in the District Plan (No. 53 in the District Plan).

The reserve has some local amenity value but active public use is limited by its small size and lack of facilities. Alternative public open space and amenity area is provided by the playground located at the northern end of the Aramoho Top Ten Holiday Park.

The reason for the revocation proposal is that public use of this reserve is limited and is not fulfilling its purpose as a recreation reserve and is surplus to reserve requirements.

The land comprised in Birch Place Reserve and Riverlands Reserve will be sold. The proceeds derived from sale will be directed according to the provisions of the Reserves Act 1977 which provide that proceeds be applied in the purchase, management, maintenance, improvement or development of other reserves.

A copy of Deposited Plan 48286 and aerial photographs detailing Lot 78 DP 48286 (Birch Place Reserve) and Deposited Plan 43235 and aerial photographs detailing Lot 17 DP 43235 (Riverlands Reserve) are now available for public inspection at Customer Services, Ground Floor Reception at the Wanganui District Council offices, corner Guyton and St Hill Streets, Wanganui between 9.00am and 4.30pm, Monday to Friday.

Any objections to the proposal must be lodged in writing detailing those objections and the grounds thereof with the Chief Executive, Wanganui District Council, PO Box 637,Wanganui, by 23 May 2008.

Wastewater discharge to the Whanganui River

Recreational users are advised of potential health risks arising from the discharge of wastewater to the Whanganui River.

Under the coastal permits issued for the wastewater project, the Council is required to regularly inform the public of these potential risks.

At present, the existing combined sewer and stormwater system may overflow and discharge wastewater into the Whanganui River during periods of rain. However, this overflow will be eliminated progressively as sewage is removed from stormwater systems on both private and public property throughout urban Wanganui.

Property owners are reminded that the deadline to comply was 1 July 2007. All sewage must leave their property in a separate pipe that contains no stormwater.

Durie Hill pre-cast step replacement

These concrete steps will be closed for public access from 14 April 2008 for approximately 10 weeks (subject to weather). This will allow the steps to be replaced in sections.

An alternative walking route can be found via Taylor Street (just past The Red). We regret any inconvenience caused.

of the Durie Hill Elevator

Tenders are sought for the operation, management and marketing of the Durie Hill Elevator in Wanganui.

In addition to the price tendered, Council will consider the following attributes when considering tenders:

Closure road(s)/street(s) to ordinary vehicular traffic

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is hereby given that for the purpose of a hill climb event by the Wanganui Car Club, the following road will be closed to ordinary vehicular traffic for the period(s) indicated hereunder.

During the proposed period(s) of closure, the following provision will be made for ordinary vehicular traffic which would otherwise use:
Pukerimu Road from State Highway 3 to just past Lawrence's property.

Period or periods of closure:
Sunday, 27 April 2008

Alternative provision for ordinary vehicular traffic:
The Wanganui Car Club will allow controlled access through Pukerimu Road during the closure.

It will be an offence under the above regulations for any person otherwise than under authority of an authorised permit to use the road for ordinary vehicular traffic during the period of closure.

Wastewater separation update

Wastewater separationKoromiko Road - work is continuing. The road is open to traffic.

Smithfield Road - work is continuing between No.23 Smithfield Road and Moore Avenue, but the road is open to traffic. However, work is continuing on Smithfield Road from Moore Avenue to Brooking Street and that section of road is closed to traffic. Access is still available for residents.

Sarjeant Street - works are continuing. The road is open to traffic.

Liffiton Street - at the intersection with Heads Road will be closed until 5.00pm Wednesday, 30 April 2008. Vehicle access to properties on Liffiton Street between Taupo Quay and Heads Road is available from the Taupo Quay end.

There will be no works on Friday, April 25, due to Anzac Day but traffic restrictions will remain in place.

Taupo QuayWilson Street between Taupo Quay and Ridgway Street will be restricted to one-way traffic from 7.00am Monday, 28 April 2008, until 5.00pm Thursday, 30 April 2008, for the purpose of constructing new sewer drains.

Motorists are requested to avoid the area while the restriction is in operation.

Traffic travelling on Wilson Street from Taupo Quay will be permitted to travel on Wilson Street.

A signposted detour will not be provided.

Smithfield RoadSmithfield Road between Moore Avenue and Brooking Street will be closed until 5.00pm Thursday, 22 May 2008, for the purpose of installing new sewer drains.

Vehicle access to properties along the closed section will be available at all times.

A signposted detour will not be provided.

Lifting of Restricted Fire Season

Pursuant to the Forest and Rural Fires Act 1977 and the District Council By-laws, notice is given that the prohibited fire season for South Beach and Kai Iwi Beach is lifted and further that a restricted fire season remains in place for the Marangai and Brunswick/Mangamahu Zones. For all other areas of the Wanganui District an Open Fire Season is declared as from midnight Friday, 18 April 2008 (see map for details).

Applications for fire permits in the restricted zones should be made to the New Zealand Fire Service, phone 348 0103 (on behalf of Wanganui District Council), or Department of Conservation, phone 349 2100, for their respective areas during normal business hours.

One week's advance notice for small fires and three weeks' advance notice for larger burns that may require a fire plan is required for permits in the rural area, to allow for an inspection to be made.

Rural fire permits will be issued on Thursdays and Fridays.

All fires in the open in the Urban area require a permit at all times other than those in an approved incinerator. Fires in approved incinerators may only be lit between sunrise and sunset

Rates rebates
1 July 2007 – 30 June 2008

The income threshold for rates rebate is now $20,000 and the maximum allowable rebate is $500.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2007)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents.

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2007 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2007/08
  • your Horizons Regional Council rates assessment for 2007/08

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.
