Wanganui Airport – Review of Differential Charges

The Wanganui Airport Authority proposes reviewing the differential charges (Landing and Related Airport Charges) at Wanganui Airport.

At this stage we are seeking to notify the public of the fact of the review and in particular the methodology being proposed.

Consultation in respect to this component is 30 working days with the period for submissions closing on 10 June 2008 at 4.00pm.

The review process is an extended one and is governed by legislation.

Members of the public wishing to make a submission are invited to collect a copy of the Methodology document from the Customer Services Desk of the Council offices at 101 Guyton Street, Wanganui. The document is entitled:

Lake Wiritoa closure for duckshooting season

Lake Wiritoa will be closed to the public from Monday, April 28, until Sunday, May 4, for the beginning of the gamebird hunting season.

The lake will then be partially closed from Monday, May 5, until the end of the gamebird hunting season on Sunday, June 29. During this period, the lake will be closed from 4.00pm until noon the following day to allow hunters to shoot in the mornings and evenings. The lake will be open to the public from noon until 4.00pm on these days.

Revocation of Reservation
Birch Place Reserve and Riverlands Reserve

Pursuant to Section 24 (2) (B) Reserves Act 1977

Proposal to revoke the Recreation Reserve status presently recorded in respect of Birch Place Reserve located at 9 Birch Place, Aramoho, and Riverlands Reserve located at 357 Somme Parade, Aramoho.

Birch Place Reserve
Lot 78 Deposited Plan 48286 All Certificate of Title 200154 Wellington Registry, located at 9 Birch Place, Aramoho, Wanganui.

The reason for the revocation proposal is that the reserve is not fulfilling its purpose as a recreation reserve and is surplus to reserve requirements.

The reserve is an area of green open space between Birch Place and Churton School which has been grazed since acquisition in 1978. It has never been developed for recreation purposes as adequate alternative developed recreation areas are provided at Te Mana Park and the playground at the northern end of the Aramoho Holiday Park.

Riverlands Reserve
The reserve is a grassed section with mature specimen trees. The Blue Atlas Cedar (Cedrus Atlantica) located on the reserve is a protected tree in the District Plan (No. 53 in the District Plan).

The reserve has some local amenity value but active public use is limited by its small size and lack of facilities. Alternative public open space and amenity area is provided by the playground located at the northern end of the Aramoho Top Ten Holiday Park.

The reason for the revocation proposal is that public use of this reserve is limited and is not fulfilling its purpose as a recreation reserve and is surplus to reserve requirements.

The land comprised in Birch Place Reserve and Riverlands Reserve will be sold. The proceeds derived from sale will be directed according to the provisions of the Reserves Act 1977 which provide that proceeds be applied in the purchase, management, maintenance, improvement or development of other reserves.

A copy of Deposited Plan 48286 and aerial photographs detailing Lot 78 DP 48286 (Birch Place Reserve) and Deposited Plan 43235 and aerial photographs detailing Lot 17 DP 43235 (Riverlands Reserve) are now available for public inspection at Customer Services, Ground Floor Reception at the Wanganui District Council offices, corner Guyton and St Hill Streets, Wanganui between 9.00am and 4.30pm, Monday to Friday.

Any objections to the proposal must be lodged in writing detailing those objections and the grounds thereof with the Chief Executive, Wanganui District Council, PO Box 637,Wanganui, by 23 May 2008.

This is a public notice in terms of Section 342 Local Government Act 1974.

Durie Hill pre-cast step replacement

These concrete steps will be closed for public access from 14 April 2008 for approximately 10 weeks (subject to weather). This will allow the steps to be replaced in sections.

An alternative walking route can be found via Taylor Street (just past The Red). We regret any inconvenience caused.

Wastewater separation update

Wastewater separationWork is continuing on Koromiko Road, but the road is open to traffic.

On Smithfield Road from Moore Avenue to Brooking Street, works will continue and that area of road will be closed to traffic. Access will still be available to residents.

On Carlton Avenue, works will begin between Smithfield Road and Murch Place and continue for approximately eight weeks. The road will remain open; however, there will be traffic restrictions in place.

Rates rebates
1 July 2007 – 30 June 2008

The income threshold for rates rebate is now $20,000 and the maximum allowable rebate is $500.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2007)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents.

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2007 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2007/08
  • your Horizons Regional Council rates assessment for 2007/08

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.
