Putting a friendly face to the Building Official

New Zealand is one of 28 countries taking part in Building Safety Week, highlighting the importance of -

Safety where you live, work and play

When you enter a house or building, you're probably not thinking about whether it is properly constructed and safe. Fortunately your local Building Official, like those employed by the Council, thinks about building safety every day.

BOB BearTo help raise awareness of building safety, the Building Officials Institute is promoting Building Safety Week from 16 to 22 June 2008.

It's about protecting lives and property. Building safety addresses all aspects of construction, such as structural soundness of buildings, plumbing and mechanical systems. Public safety is the number one concern.

During Building Safety Week and throughout the year, New Zealand Building Officials help to protect you and your community.

There will be a draw of all recipients of a Code Compliance Certificate (CCC) issued by the Wanganui District Council in June. One lucky person will receive BOB, the building officials' bear.

Wanganui District Plan
Plan Changes 11, 12 and 13 to the District Plan

Public notice is hereby given in accordance with Clause 5 of the First Schedule of the Resource Management Act 1991 that the Wanganui District Council has prepared Plan Changes 11, 12 and 13 to the Wanganui District Plan.

The Wanganui District Council notifies the Plan Changes as follows:

Proposed Plan Change 11: Rezoning 25 Tawa Street (including St John's Ambulance)
Proposed Plan Change 11 proposes to rezone 25 Tawa Street from Reserves and Open Space to Residential.

Proposed Plan Change 12: Rezoning 39 - 41 Tawa Street (including Gonville Baths, Gonville Hall and Kokohuia Hall)
Proposed Plan Change 12 proposes to rezone 39 - 41 Tawa Street from Reserves and Open Space to Residential.

Proposed Plan Change 13: Rezoning Windsor Park
Proposed Plan Change 13 proposes to rezone Windsor Park North and South (i.e. excluding the Durie Hill Bowling Club green and clubhouse) from Reserves and Open Space to Residential.

Submission forms and copies of Plan Changes 11, 12 and 13 are available for public inspection, during normal working hours, at the Customer Services Desk at the Wanganui District Council, 101 Guyton Street, and also at the District Library, Queens Park, Wanganui.

Submissions relating to any aspect of the Plan Changes should be in writing and on the prescribed form, which is available from the Council Offices or the District Library, and addressed to:

The closing date for submissions is 5.00pm, Monday 14 July 2008.

After the submission period has closed, the Council will prepare a summary of all decisions requested by the submissions. The Council will notify (mid July) the availability of that summary and where the summary can be inspected. There is then an opportunity to make further submissions about any of the original submissions. The Council will then hold a Hearing to the submissions. All persons who make a submission or further submission and who requested to be heard will be advised of the date, time and place of the Hearing. The Council will then make decisions on the submissions and further submissions. Any submitter or further submitter may refer the decision on their submission to the Environment Court.

Dog Registration Fees 2008–2009

The Wanganui District Council gives notice, as required by the Dog Control Act 1996, Section 37(b) of the Dog Registration Fees set by resolution of Council on 19 May 2008.

The Dog Registration Fees are for the 1 July 2008 to 30 June 2009 year.

The fee for dogs classified as 'dangerous' is 150% of the level that would apply if the dog were not classified as a dangerous dog (Section 32, 1(e) of the Dog Control Act 1996).

Microchipping of dogs
From 1 July 2006 the following are required to be microchipped:

  • All dogs registered in New Zealand for the first time (excluding working dogs that are exempt).
  • All dogs that have been classified as dangerous or menacing on or after 1 December 2003 (including working dogs).
  • All unregistered dogs that are impounded.
  • All registered dogs that are impounded twice from 1 July 2006.
Closure of accessway
Gilligan Close to Hurworth Place

The Wanganui District Council proposes to close the walkway created by extinguishing the Right of Way easements over parts of Lots 27 and 28 DP 368038. The pedestrian accessway is situated between 17 and 19 Hurworth Place and 18 and 12 Gilligan Close.

The request for the closure of the walkway comes as a result of submissions from the residents of Gilligan Close. It is intended that the pedestrian Right of Way easement over Lot 27 and 28 contained in easement document El 6996924.2, in favour of the Wanganui District Council, will be extinguished. The right of public access through the accessway will be removed and the accessway will revert to being the private property of the adjoining property owners. A fence will be erected to close the accessway to pedestrians.

A copy of Deposited Plan DP 368038 showing Lots 27 and 28 and a copy of Easement Document El 6996924.2 are now open for public inspection at Customer Services, Ground Floor Reception at the Wanganui District Council offices, corner Guyton and St Hill Streets, Wanganui between 9.00am and 4.00pm Monday to Friday.

Any objection to the proposal must be lodged in writing detailing the objection and the grounds thereof with the Chief Executive, Wanganui District Council, PO Box 637, Wanganui by 5.00pm on 7 July 2008.

This is a Public Notice in terms of Section 342 Local Government Act 1974.

Lake Wiritoa closure for duckshooting season

Lake Wiritoa will be partially closed from Monday, May 5, until the end of the gamebird hunting season on Sunday, June 29. During this period, the lake will be closed from 4.00pm until noon the following day to allow hunters to shoot in the mornings and evenings. The lake will be open to the public from noon until 4.00pm on these days.

Wastewater separation update

Wastewater separationWorks will continue on Smithfield Road, from Moore Avenue to Brooking Street, for another week. The road will be open to traffic.

Smithfield Road, from Brooking Street to London Street, will be closed from Thursday, June 19, for approximately four weeks. Access for residents will still be available.

On Carlton Avenue, works will continue between Smithfield Road and Murch Place for approximately another week. Work is under way on laying a stormwater line in Murch Place. This work is likely to take another two weeks. The roads will remain open but there will be traffic restrictions in place.

Work continues in Durie Vale Road and traffic restrictions will be in place for another week.

Upper Webb Road will be closed until June 27.

Temporary road closure
Smithfield Road - Brooking Street to London Street

Wanganui Wastewater Separation Project

Smithfield RoadSmithfield Road between Brooking Street and London Street will be closed from 7.00am Thursday, 19 June 2008, until 5.00pm Thursday, 24 July 2008, for the purpose of installing new sewers.

Vehicle access to properties along the closed section will be available at all times.

A signposted detour will not be provided.

Great North Road water supply main replacement – Contract 1348

Great North RoadInframax Construction Ltd has been contracted to replace the supply main on State Highway 3 from the Reservoir site to Virginia Road.

Work is expected to be carried out between 26 May 2008 and 15 September 2008.

Rates rebates
1 July 2007 – 30 June 2008

The income threshold for rates rebate is now $20,000 and the maximum allowable rebate is $500.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2007)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents.

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2007 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2007/08
  • your Horizons Regional Council rates assessment for 2007/08

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.
