Public notice is hereby given in accordance with Clause 5 of the First Schedule of the Resource Management Act 1991 that the Wanganui District Council has prepared Plan Changes 11, 12 and 13 to the Wanganui District Plan.

The Wanganui District Council notifies the Plan Changes as follows:

Proposed Plan Change 11: Rezoning 25 Tawa Street (including St John's Ambulance)
Proposed Plan Change 11 proposes to rezone 25 Tawa Street from Reserves and Open Space to Residential.

Proposed Plan Change 12: Rezoning 39 - 41 Tawa Street (including Gonville Baths, Gonville Hall and Kokohuia Hall)
Proposed Plan Change 12 proposes to rezone 39 - 41 Tawa Street from Reserves and Open Space to Residential.

Proposed Plan Change 13: Rezoning Windsor Park
Proposed Plan Change 13 proposes to rezone Windsor Park North and South (i.e. excluding the Durie Hill Bowling Club green and clubhouse) from Reserves and Open Space to Residential.

Submission forms and copies of Plan Changes 11, 12 and 13 are available for public inspection, during normal working hours, at the Customer Services Desk at the Wanganui District Council, 101 Guyton Street, and also at the District Library, Queens Park, Wanganui.

Submissions relating to any aspect of the Plan Changes should be in writing and on the prescribed form, which is available from the Council Offices or the District Library, and addressed to:

The closing date for submissions is 5.00pm, Monday 14 July 2008.

After the submission period has closed, the Council will prepare a summary of all decisions requested by the submissions. The Council will notify (mid July) the availability of that summary and where the summary can be inspected. There is then an opportunity to make further submissions about any of the original submissions. The Council will then hold a Hearing to the submissions. All persons who make a submission or further submission and who requested to be heard will be advised of the date, time and place of the Hearing. The Council will then make decisions on the submissions and further submissions. Any submitter or further submitter may refer the decision on their submission to the Environment Court.

The Wanganui District Council gives notice, as required by the Dog Control Act 1996, Section 37(b) of the Dog Registration Fees set by resolution of Council on 19 May 2008.

The Dog Registration Fees are for the 1 July 2008 to 30 June 2009 year.

Working Dogs

These fees apply to the first three working dogs.
For the 4th and subsequent working dog registered by the same owner, the fee is $10.00 (per dog).

Impounding Fees

Second and subsequent impoundings (each registration year)	Registered or unregistered dog	$100.00

The fee for dogs classified as 'dangerous' is 150% of the level that would apply if the dog were not classified as a dangerous dog (Section 32, 1(e) of the Dog Control Act 1996).

Microchipping of dogs
From 1 July 2006 the following are required to be microchipped:

• All dogs registered in New Zealand for the first time (excluding working dogs that are exempt).
• All dogs that have been classified as dangerous or menacing on or after 1 December 2003 (including working dogs).
• All unregistered dogs that are impounded.
• All registered dogs that are impounded twice from 1 July 2006.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is hereby given that the Wanganui District Council, for the purpose of staging a hill climb event by the Wanganui Car Club, proposes to close the following road to ordinary vehicular traffic for the period indicated hereunder.

During the proposed period of closure the following provision will be made for ordinary vehicular traffic which would otherwise the road: the Wanganui Car Club will allow controlled access through Okoia Road during the closure.

Any person objecting to the proposal is called upon to lodge notice of their objection and grounds thereof in writing before 27 July 2008 at the office of the Wanganui District Council, 101 Guyton Street, Wanganui.

Roads(s)/street(s) proposed to be closed to ordinary vehicular traffic:
Okoia Road from the railway line at the bottom to No 2 Line.

Period or periods of proposed closure:
Sunday, 24 August 2008, from 9.00am to 5.00pm.

Smithfield Road, from Brooking Street to London Street, will be open but there will be traffic restrictions in place for the next week.

Smithfield Road, from London Street to Burns Street, will be closed for approximately four weeks from July 10. Access for residents will still be available.

Works will continue in Murch Place for approximately another week. The road will remain open; however, there will be traffic restrictions in place.

Kawatiri Avenue, between Carlton Avenue and Dustin Street, will remain closed for approximately five weeks for the installation of a stormwater line.

Work is under way in Rawhiti Place and traffic restrictions will continue for another week.

Works continue in upper Webb Road and traffic restrictions will be in place for another week.

Smithfield Road between London Street and Burns Street will be closed from 7.00am Thursday, 10 July 2008, until 5.00pm Thursday, 7 August 2008, for the purpose of installing new sewer drains.

Vehicle access to properties along the closed section will be available at all times.

Road users are requested to follow the signposted detours whilst the closure is in operation.

Kawatiri Avenue between Nos. 3 and 29 Kawatiri Avenue will be closed until 5.00pm Friday, 8 August 2008, for the purpose of installing a stormwater drain.

Access to properties along the closed section will be available at all times.

A signposted detour will only be provided for traffic from the Dustin Street end.
