Sprinkler restrictions have been reviewed by Council. Automatic garden sprinklers can be used by all residents (irrespective of whether their house number is an odd or even number) between the following times:

7pm to 9pm: During the hours of daylight saving
6pm to 8pm: Outside the hours of daylight saving

Hand-held hoses can be used at any time.

The Wanganui District Council has received an application from Urbis Ashburton Limited for a Resource Consent as described below.

Description of application:
The application is to establish and operate a 24 unit motel complex and manager's residence at 55a/57 Heads Road, Wanganui.

The breaches to the District Plan are as follows:

1. Visitor accommodation is a commercial activity and the site is zoned residential. Commercial activities in the residential zone are an unrestricted discretionary activity.
2. The Height Recession Plane will be breached on the western and eastern boundaries (road boundaries) by the motel units and by the signage.
3. The signage on Heads Road will be 2.6m². Advertising in the residential zone for travellers' accommodation is restricted to 2.0m².
4. The sign will also be neon, which is a restricted discretionary activity in the residential zone.
5. The garage for the manager will be located in front of the motel complex on State Highway 3 and will not be of the same design and construction as the motel complex. This breaches the accessory building rule for the residential zone.
6. At full capacity the motel could contain 58 people.Because the motel can be accessed from a local road, the traffic generation limit is 50 people at any one time.

The activity is deemed to be an Unrestricted Discretionary Activity in accordance with the Wanganui District Plan.

The application includes an assessment of environmental effects.

Public notice is hereby given in accordance with Clause 5 of the First Schedule of the Resource Management Act 1991 (The Act) that the Wanganui District Council has prepared Plan Change 14 to the Wanganui District Plan.

Proposed Plan Change 14: Rezoning of 9 Birch Place

Proposed Plan Change No. 14 seeks to rezone the property located at the end of Birch Place, Wanganui, being Lot 78 DP 48286 and held in Certificate of Title 200154 Wellington Land Registration District, from Reserves and Open Space to Residential Zone. This land is shown on the Wanganui District Planning Maps as Birch Place Reserve.

Submission forms and copies of Plan Change 14 are available for public inspection, during normal working hours, at the Customer Service Desk at the Wanganui District Council, 101 Guyton Street, at the District Library, Queens Park, Wanganui.

Possum poison bait stations will be laid in the 'green belt' from Victoria Park to the Deer Park from Friday, 29 August 2008, to Sunday, 30 November 2008.

1. The Wanganui District Council has recommended that the accessway (public road) between Purnell Street and Murch Place, Wanganui, described in the Schedule below be stopped and the two sections created be sold to adjoining owners.
2. The recommendation to stop the accessway was made following receipt of a petition from a number of residents citing reasons that included frequent vandalism and graffiti, constant littering and threatening behaviour from people using the accessway.
3. Plan numbered SO410329 showing the areas of the accessway to be stopped is open for public inspection at the main reception desk, Wanganui District Council, corner of Guyton & St Hill Streets, Wanganui during business hours 8.00am to 5.00pm, Monday to Friday, from the date of the first publication of this Notice.

Any objection must be lodged in writing with the Chief Executive, Wanganui District Council, PO Box 637, Wanganui within 40 days of the first publication of this Notice. This is the second publication of this Notice. Objections close on 23 October 2008.

The National Cycling Championships will be held in Wanganui between 9.00am and 4.00pm Thursday, 23 October 2008, to Sunday, 26 October 2008.

Thursday, October 23: Cycle races will be held on Kaimatira Road and SH4, between Talbot Street and Parihauhau Road.

Friday, October 24: Cycle races will be held on the circuit of Great North Road (SH3), Rapanui Road, Francis Road, Tayforth Road and Montgomery Road.

Saturday, October 25, and Sunday, October 26: Cycle races will be held on the circuit of Great North Road (SH3), Kai Iwi Valley Road, Rapanui Road, Francis Road, Tayforth Road and Montgomery Road.

Roads will be open throughout the races but there may be some occasional delays. Residents will have vehicle access to their dwellings at all times.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulation 1965, notice is hereby given that the Wanganui District Council, for the purpose of a hill climb event by the Wanganui Car Club, proposes to close the following road to ordinary vehicular traffic for the period indicated hereunder.

During the proposed period(s) of closure, the following provision will be made for ordinary vehicular traffic which would otherwise use Rangitatau East Road.

Any person objecting to the proposal(s) is called upon to lodge notice of his objection and grounds thereof in writing before 26 October 2008 at the office of the Council, 101 Guyton Street, Wanganui.
