Public notice of decision on Plan Change 15 to the Wanganui District Plan

Plan Change 15: Central City Heritage Protection

Proposed Plan Change 15 sought to add buildings to the existing District Plan Appendix A Heritage Resources Inventory, in order to protect the buildings from demolition, relocation or significant alteration.

Public notice is hereby given in accordance with Clause 10(3) of the First Schedule of the Resource Management Act 1991 (the Act) that the Committee given delegated authority to make decisions on submissions and decide the plan change has made its decision on Plan Change 15 to the Wanganui District Plan.

Under authority delegated to the Committee under section 34 of the Act, the Committee determined that pursuant to Clause 29(4) of the First Schedule of the Act, Plan Change 15 to the Wanganui District Plan be approved with modifications to the provisions that were notified.

The Committee has concluded that the proposed Plan Change is consistent with the sustainable management purpose of the Act and can be confirmed subject to the certain modifications listed below. The building number relates to the list of buildings contained in Appendix 1 of the Plan Change.

  1. Amend Building 2 – Blacks - 73 Victoria Avenue, to list only the façade above the verandah.
  2. Delete Building 6 - Wanganui Motors, 82 Ridgway Street.
  3. Amend Building 10 – Black Cat – 164-168 Victoria Avenue, to list only the façade above the verandah.
  4. Amend Buildings 22 – Guyton Street Precinct – Chaineys – 66 Guyton Street, to list only the façade above the verandah.
  5. Amend Buildings 22 – Guyton Street Precinct – Olivers – 60A Guyton Street, to list only the façade above the verandah.
  6. Amend Buildings 23 – Middle Block of Victoria Avenue – McGruer's Department Store – Guyton Street/Victoria Avenue, to list only the façade above the verandah and the verandah columns.
  7. Amend Buildings 23 – Middle Block of Victoria Avenue – Purdy's – 135 Victoria Avenue, to list only the façade above the verandah.
  8. Delete Building 27 – Aeration Water Company, 190 St Hill Street.
  9. Delete Building 32 – Warnock's Drapery – 91-93 Victoria Avenue.
  10. Delete Building 33 – Pfeffer's – 113 Victoria Avenue.
  11. Delete Building 35 – Hannahs Shoes – 97 Victoria Avenue.
  12. Delete Building 36 – Tingey's – 77 Victoria Avenue.
  13. Delete Building 40 – Government Life Insurance – Victoria Avenue/Guyton Street.
  14. Amend Buildings 45 – Top Block of Victoria Avenue – Gower's Building – 163A Victoria Avenue, to list only the façade above the verandah.

Submitters to the Plan Change have the opportunity to appeal the decision within 30 working days of receiving the decision.

Draft Waste Management and Minimisation Plan

Our waste…..our challenge

The Wanganui District Council has prepared a Draft Waste Management and Minimisation Plan for this district in line with the requirements of the Waste Minimisation Act 2008.

This draft plan intends to make environmentally sustainable practice easy, accessible, attractive, efficient and cost-effective. This should mean better services, better costs and better uptake.

The draft plan envisions:

'A family friendly district where people have access to services that encourage individual and community responsibility for sustainable waste minimisation.'

It sets a target of 60% reduction of waste to landfill by 2015.

The draft plan supports the following key goals:

  • Council investigates enhanced opportunities for waste minimisation at the kerbside.
  • Council supports and encourages waste reduction, reuse and recycling.
  • Individuals and businesses are supported and encouraged to take greater responsibility for waste minimisation.

Council wants to hear what you think about its proposed efforts to improve waste management and minimisation services. You can do this by making a submission on the framework and strategies of the draft plan. Council will take your views into account when finalising the plan.

Proposal to stop road
Pursuant to Section 342 Local Government Act 1974
Christie Place, Fordell

The Wanganui District Council proposes to stop a portion of legal road known as Christie Place, Fordell, and described as Section 1 on Survey Office Plan No. 420503 comprising 1392m2. This area will be amalgamated into the adjoining title in the name of the Ministry of Education.

The balance of Christie Place adjoining Budge Street and described as CSC Parcel number 3 will remain as legal road.

Survey Office Plan No. 420503 showing the two areas described above is now open for public inspection at the Customer Service Counter, Municipal Office Building, 101 Guyton Street, Wanganui between 8.00am and 5.00pm, Monday to Friday.

Any objection to the proposal must be lodged in writing with the Chief Executive, Wanganui District Council, PO Box 637, Wanganui within 40 days (namely 24 August 2009) of the first publication of this notice. This is the second publication of this notice.

Proposal to close road(s)/street(s) to vehicular traffic
Rangitatau East Road

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is hereby given that the Wanganui District Council, for the purpose of a hillclimb event by the Wanganui Car Club, proposes to close the following road(s) to ordinary vehicular traffic for the period indicated hereunder.

Roads(s)/street(s) proposed to be closed to ordinary vehicular traffic:
Rangitatau East Road from 1.5km south of Bruce Road to 4.5km north of Bruce Road.

Period or periods of proposed closure:
Sunday, 13 September 2009, from 9.00am to 6.00pm.

During the proposed period of closure, the Wanganui Car Club will allow controlled access through Rangitatau East Road.

Any person objecting to the proposal is called upon to lodge notice of their objection and grounds thereof in writing, before 16 August 2009, at the office of the Wanganui District Council, 101 Guyton Street, Wanganui.

Dog Registration Fees 2009/10

The Wanganui District Council gives notice, as required by the Dog Control Act 1996, Section 37(b), of the Dog Registration Fees set by resolution of Council on 8 June 2009.

The Dog Registration Fees are for 1 July 2009 to 30 June 2010.

Dogs classified as "dangerous" pay 150% of the level that would apply if the dog were not classified as a dangerous dog (Section 32, 1(e) of the Dog Control Act 1996)

Microchipping of dogs

From 1 July 2006 the following are required to be microchipped:

  • All dogs registered in New Zealand for the first time (excluding working dogs that are exempt)
  • All dogs that have been classified as dangerous or menacing on or after 1 December 2003 (including working dogs)
  • All unregistered dogs that are impounded
  • All registered dogs that are impounded twice in the same registration year, from 1 July 2006
