Section 342 Local Government Act 1974

Having carried out all the procedures required under the Local Government Act 1974 for the stopping of road, the Wanganui District Council hereby declares as stopped the area of road described as:

Section 1 on Survey Office Plan No. 420503 comprising 1392m2.

Proposal to close road(s)/street(s) to vehicular traffic
Watt Street

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is hereby given that the Wanganui District Council, for the purpose of a pit stop and public viewing by Targa New Zealand, proposes to close the following streets to ordinary vehicular traffic for the period indicated hereunder.

Roads proposed to be closed to ordinary vehicular traffic:
Watt Street from Drews Avenue to Cameron Terrace.

Period or periods of proposed closure:
Wednesday, 28 October 2009, from 4.00pm to 8.00pm.

During the proposed period of closure, the following provision will be made for ordinary vehicular traffic which would otherwise use the road: Directional signs will be in place to show the alternative route.

Any person objecting to the proposal is called upon to lodge notice of their objection and grounds thereof in writing before 30 September 2009 at the office of the Wanganui District Council, 101 Guyton Street, Wanganui.

Public notice of Operative Date for Plan Change 14 to the
Wanganui District Plan

Public notice is hereby given in accordance with Clause 10(3) and Clause 20(2) of the First Schedule of the Resource Management Act 1991 that the Wanganui District Council has approved the following plan change to the Wanganui District Plan:

Plan Change 14: Rezoning of 9 Birch Place

Plan Change No. 14 sought to rezone the property located at the end of Birch Place, Wanganui, being Lot 78 DP 48286 and held in Certificate of Title 200154 Wellington Land Registration District from Reserves and Open Space to Residential Zone.

At its Ordinary meeting of Monday, 31 August 2009, the Council adopted the above plan change, which is to become operative on Monday, 14 September 2009.

Possum poison (cholecalciferol gel bait) stations

Possum poison will be laid in bait stations at Victoria Park cricket ground and Kowhai Park arboretum from Friday, 14 August 2009, to Monday, 30 November 2009.

Bait stations will be well above the reach of small children and dogs.

When in these areas, please keep dogs under control at all times or muzzled. Should they consume any carcasses or parts, please seek veterinary advice.

Public notice of decision on Plan Change 15 to the Wanganui District Plan

Plan Change 15: Central City Heritage Protection

Proposed Plan Change 15 sought to add buildings to the existing District Plan Appendix A Heritage Resources Inventory, in order to protect the buildings from demolition, relocation or significant alteration.

Public notice is hereby given in accordance with Clause 10(3) of the First Schedule of the Resource Management Act 1991 (the Act) that the Committee given delegated authority to make decisions on submissions and decide the plan change has made its decision on Plan Change 15 to the Wanganui District Plan.

Under authority delegated to the Committee under section 34 of the Act, the Committee determined that pursuant to Clause 29(4) of the First Schedule of the Act, Plan Change 15 to the Wanganui District Plan be approved with modifications to the provisions that were notified.

The Committee has concluded that the proposed Plan Change is consistent with the sustainable management purpose of the Act and can be confirmed subject to the certain modifications listed below. The building number relates to the list of buildings contained in Appendix 1 of the Plan Change.

  1. Amend Building 2 – Blacks - 73 Victoria Avenue, to list only the façade above the verandah.
  2. Delete Building 6 - Wanganui Motors, 82 Ridgway Street.
  3. Amend Building 10 – Black Cat – 164-168 Victoria Avenue, to list only the façade above the verandah.
  4. Amend Buildings 22 – Guyton Street Precinct – Chaineys – 66 Guyton Street, to list only the façade above the verandah.
  5. Amend Buildings 22 – Guyton Street Precinct – Olivers – 60A Guyton Street, to list only the façade above the verandah.
  6. Amend Buildings 23 – Middle Block of Victoria Avenue – McGruer's Department Store – Guyton Street/Victoria Avenue, to list only the façade above the verandah and the verandah columns.
  7. Amend Buildings 23 – Middle Block of Victoria Avenue – Purdy's – 135 Victoria Avenue, to list only the façade above the verandah.
  8. Delete Building 27 – Aeration Water Company, 190 St Hill Street.
  9. Delete Building 32 – Warnock's Drapery – 91-93 Victoria Avenue.
  10. Delete Building 33 – Pfeffer's – 113 Victoria Avenue.
  11. Delete Building 35 – Hannahs Shoes – 97 Victoria Avenue.
  12. Delete Building 36 – Tingey's – 77 Victoria Avenue.
  13. Delete Building 40 – Government Life Insurance – Victoria Avenue/Guyton Street.
  14. Amend Buildings 45 – Top Block of Victoria Avenue – Gower's Building – 163A Victoria Avenue, to list only the façade above the verandah.

Submitters to the Plan Change have the opportunity to appeal the decision within 30 working days of receiving the decision. The appeal period ends on 18 September 2009.

Rates rebates
1 July 2009 – 30 June 2010

The income threshold for rates rebate is $21,910 and the maximum allowable rebate is $550.

However, if your income exceeds $21,910 you could still be entitled to a rebate depending on the total cost of your rates and the number of dependents.

Eligibility for a rates rebate is determined by:

  • the ratepayer's income for the previous tax year (year ended 31 March 2009)
  • the amount of rates (both Wanganui District Council & Horizons Regional Council)
  • the number of dependents

To assist you with your application, please bring in the following:

  • evidence of all gross income for the tax year ended 31 March 2009 (this includes income from interest)
  • your Wanganui District Council rates assessment for 2009/10
  • your Horizons Regional Council rates assessment for 2009/10

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.

Dog Registration Fees 2009/10

The Wanganui District Council gives notice, as required by the Dog Control Act 1996, Section 37(b), of the Dog Registration Fees set by resolution of Council on 8 June 2009.

The Dog Registration Fees are for 1 July 2009 to 30 June 2010.

Microchipping of dogs

From 1 July 2006 the following are required to be microchipped:

  • All dogs registered in New Zealand for the first time (excluding working dogs that are exempt)
  • All dogs that have been classified as dangerous or menacing on or after 1 December 2003 (including working dogs)
  • All unregistered dogs that are impounded
  • All registered dogs that are impounded twice in the same registration year, from 1 July 2006
