Celebrating cultural heritage

Celebrate your cultural heritage on Wednesday, December 4 - it's the day designated to mark the United Nations Year for Cultural Heritage 2002.

The focus of the year is to promote and protect national and world cultural heritage.

Many cultures are represented in Wanganui's population. The Council regularly hosts ceremonies for people to become New Zealand citizens.

During the past two years, nationalities represented at the ceremonies have included American, British, Canadian, Chinese, Croatian, Danish, Dutch, Egyptian, Fijian, Filipino, Indian, Iranian, Iraqi, Lithuanian, Malaysian, Samoan, Somalian, South African, Sri Lankan, Taiwanese, Thai and Yugoslavian.

"People all over the world need to be made aware of the importance of cherishing our varied heritage, both the treasures of our physical cultural heritage and the intangible heritage of traditions and cultural practices," UNESCO Director-General Koïchiro Matsuura said.

"In learning to appreciate and value our own heritage, we can learn to appreciate the heritage of other cultures. This is an essential step towards ensuring peaceful dialogue and mutual understanding."

At Your Service - Airport

We provide Airport facilities
To enable people and goods to be transported by air, and for commercial and recreational operations.

How this service is provided
Airport facilities are located on the coast 8km from the city centre and are controlled by an Airport Manager. A number of commercial operators lease property at the Airport from the Council.

Services provided

  1. A 1300 metre sealed runway with landing lights, pavement markings, apron and aircraft parking. The Airport is certified to serve aircraft with seating capacity of more than 30 passengers.
  2. Four grass runways.
  3. Category 4 Airport Rescue Fire Service.
  4. Terminal facility with public toilets, car parking, capacity for commercial operators such as cafeteria, rental vehicles and ticketing/baggage handling.
  5. Land for lease for commercial or Airport related uses.
  6. Water supply with fire fighting capacity.

Standards
Operation and maintenance of the Airport in compliance with the Aerodrome Certification Exposition, including security and safety for passengers, luggage and goods.

Monitoring the service
Monthly quality assurance inspections.
Three-monthly reports.

Cost
The average ratepayer pays $7 per year. In addition, there are landing fees and ground rentals.

Water Services

Aramoho Water Treatment Plant in Brunswick Road

The construction of this treatment plant is now complete and commissioning of the flow control systems and treatment process has commenced.

During the next one to two weeks final commissioning and testing will be completed and the treated water will be introduced to consumers in the Aramoho area.

When the plant is operating consumers in the area north of Brunswick Road will be using water mainly from the Aramoho supply.

Consumers in upper Wanganui East and in the outer central area between Victoria Avenue and Brunswick Road may receive a mixture of water from the Kai Iwi bores via Westmere Reservoir and the new supply at Brunswick Road.

The extent of the mixing of the two waters within the reticulation will vary during the day depending on the consumer consumption levels.

The chemical composition of the Aramoho supply and the normal city supply from Kai Iwi is slightly different. The most significant difference is that the Aramoho supply is warmer and less hard than the Kai Iwi supply. Consumers may notice this difference.

As the final commissioning and testing takes place and the water is introduced into the reticulation, there will be periods when the supply is not operational and this will result in some pressure variations in the reticulation.

The public will be advised via newspaper and radio immediately before the first introduction of the water to the reticulation.

Consumers in the areas mentioned above are requested to contact Water Services on 349 0510 if they notice any change in their supply. This applies particularly to changes in taste, odour or appearance of the water. Water Services staff will be available to receive any comments or complaints that the public may have and to address any areas of concern. The public is assured that the supply will at all times meet potable water standards.

Wanganui Cycling Strategy

The Wanganui District Council is working to develop a cycling strategy. Consultation is currently under way for this project but we need your input and views to get the best results. Whether you're a cyclist or not, we are interested in your views.

The strategy will cover any relevant aspects related to cycling including:

  • Cycle safety.
  • Potential new cycle routes.
  • The use of existing cycle ways.
  • The promotion of cycling.
  • Barriers to cycling, and any other related information that comes to light during the course of the project.

Rural road policies - comments invited

The Council is seeking comment from parties that may be affected by the introduction of two policies that affect rural roads.

The policies are currently in draft form, and are available for perusal from the Customer Services Desk of the Wanganui District Council administration building in Guyton Street.

The first policy relates to Gates Across Roads, and states that gates may be permitted to be erected on rural roads, subject to conditions. These conditions will be extracted from the Rural Road Gate Guidelines. A gate license will be required. Procedures are listed together with an application form. If permission is issued to erect a gate, its existence will remain solely at the pleasure of the Council.

The second policy relates to Rural Road Fencing, with particular reference to encroachments on rural roads. Fences encroaching into the road reserve may be permitted, subject to conditions which will be extracted from the Rural Roadside Fencing Guidelines. Procedures with respect to applications are listed, as is a standard agreement license to occupy road. Fences erected within the road reserve will remain at the pleasure of the Council.

Comments on the draft policies should be forwarded to the Roading Manager, Wanganui District Council, PO Box 637, Wanganui, to be received by Tuesday, 17 December 2002.

Special Consultative Procedure

Submission Received on the Proposed
Permanent Liquor Ban - Central Business Area

The Council has received a submission from Wanganui City College requesting that the Wanganui City College grounds be included in the Permanent Liquor Ban area. The additional area is shown cross-hatched on the accompanying plan.

Details of the Proposed Permanent Liquor Ban were publicly notified on Wednesday, 6 November 2002, with the period for submissions closing on Saturday, 7 December 2002.

The proposal for the Permanent Liquor Ban stipulates that:

(i) The consumption, bringing and possession of liquor in a public place is prohibited on specified days, and

(ii) The specified days are Thursday, Friday, and Saturday of each week, 24 December, 26 December and 31 December, from 7.00pm to 7.00am the following day, the time period starting on each specified day, and

(iii) The Permanent Liquor Ban will be in force on public places as specified under Section 709B of the Local Government Act 1974, including:

  • A road, whether or not the road is under the control of a council; and
  • One or more parts of a public place

be considered for the area defined on the map and described as all public places including streets, service lanes, lanes and footpaths, car-parks, parks and reserves within the area bounded by and including the Wanganui Town Bridge, Taupo Quay, Wilson Street, Guyton Street, St Hill Street, Dublin Street, Castlecliff Branch Railway Line, London Street, Wicksteed Street, Cameron Terrace, Bell Street and Market Place.

An invitation is now extended for comment also to be made on the inclusion of Wanganui City College grounds in the liquor ban area.
