At Your Service - Footpaths, berms and walkways
(including the Durie Hill Elevator)

We provide footpaths
For safe and comfortable access for personal/social activities and recreation.

How this service is provided
Access is provided through 315km of hard surfaced footpaths. A few streets have interconnecting walkways. In addition, some 1220 pram crossings are provided. Where there are no adjacent dwellings, this service also maintains the grass berms.
The Durie Hill Elevator provides convenient safe access to and from Durie Hill for pedestrians and cyclists.

Services provided

  1. Urban footpaths - 312km, walkways - 4km.
  2. Rural footpaths - 3km.
  3. Generally urban streets have a footpath on at least one side. A few streets have none at the residents' request. In busy areas two footpaths are provided.
  4. In high traffic areas, such as near shopping centres, the footpath is generally constructed from kerb to boundary i.e. more than 3m wide.
  5. Clear access for pedestrians by mowing and tree trimming to specified distances from the path.
  6. Berms are mown generally twice yearly where not maintained by residents. The grass is kept to 200mm or less. Other specified road berms are mowed to a higher standard e.g. Georgetti Road to 100mm and Burton Avenue centre island to 75mm. Steep banks are maintained for safety, visibility and tidiness.
  7. Autumn leaf removal is undertaken in streets with deciduous trees.
  8. Pram crossings are installed where wheeled traffic is common.
  9. Bumps, hollows and lips are repaired where these would cause distress to pedestrians, pushchairs, mobility scooters etc.
  10. Litter bins are placed in areas of demand, such as shopping centres, and are emptied regularly.
  11. The Durie Hill Elevator is open from 7.30am to 6pm weekdays, 9am to 6pm Saturdays, 10am to 5pm Sundays and public holidays. Closed Christmas Day.

Footpath condition rating every three years.

Cost
The average ratepayer pays $43 per year, plus $3 per year for the Durie Hill Elevator.

Durie Hill Elevator charges are:
Adults - $1 per trip; Children - 50 cents per trip;
School age children travelling to/from school with bikes, down - free (school time only). Concession tickets (valid for three months from day of purchase):
Adults (10 rides) - $8; Children (20 rides) - $8.

Lake Wiritoa closure

Lake Wiritoa will be closed to the public from Sunday, 5 January 2003, until Sunday, 12 January 2003, inclusive to allow for the NZ Tournament Water Ski Association's elite coaching week and the Wanganui Goldstar Tournament.

The beach area of the lake will remain open for passive recreation.

The Council apologises for any inconvenience this may cause the public.

Notice of proposed temporary road closure to vehicular traffic
[Traffic (Vehicular Traffic Road Closure) Regulations 1965]

The Wanganui Road Rodders, for the purpose of the annual drag event, propose to close Taupo Quay from Heads Road near Suzuki corner to Carlton Avenue and also Pacific Place on Sunday, 23 February 2003, from 6.00am to 6.00pm.

During the closure, provision will be made for ordinary vehicular traffic which would otherwise use Taupo Quay.

Any person objecting to the proposed road closure should lodge notice of his/her objections and grounds thereof in writing before 26 January 2003 at the Wanganui District Council, 101 Guyton Street, Wanganui.

Special consultative procedure
Permanent liquor ban - central business area

Public notice is hereby given in accordance with Section 709(F) of the Local Government Act 1974 that the Wanganui District Council at a Special Meeting on Monday, 9 December 2002, resolved:

To implement the proposed Permanent Liquor Ban, under Section 709C of the Local Government Act 1974, stipulating that:

(i) The consumption, bringing and possession of liquor in a public place is prohibited on specified days, and

(ii) The specified days are Thursday, Friday, and Saturday of each week, 24 December, 26 December and 31 December, from 7.00pm to 7.00am the following day, the time period starting on each specified day, and

(iii) The Permanent Liquor Ban will be in force on public places as specified under Section 709B of the Local Government Act 1974, including:

  • A road, whether or not the road is under the control of a council; and
  • One or more parts of a public place

within the area defined on the map and described as all public places including streets, service lanes, lanes and footpaths, car-parks, parks and reserves within the area bounded by and including the Wanganui Town Bridge, Taupo Quay, Wilson Street, Guyton Street, St Hill Street, Ingestre Street, Wilson Street, Bassett Street, Nelson Street, Dublin Street, Castlecliff Branch Railway Line, London Street, Wicksteed Street, Cameron Terrace, Bell Street and Market Place.

AND THAT in accordance with Section 709(F)(3) of the Local Government Act 1974, the Liquor Ban come into force on 24 December 2002.

Community Contracts

Community organisations are advised that applications for Council funding (Community Contracts) for the 2003/2004 financial year (1 July-30 June) are now being called.

'Community Contracts' is the Council's funding scheme to community organisations, within the Wanganui District, which offer a service with positive benefits and outcomes to the community, in line with Council activities.

They must be applied for on a specific application form which is available, along with Explanation Notes and an Information Pamphlet, at the District Council Office, 101 Guyton Street, Wanganui.

Information Seminar

A seminar will be held to assist organisations that wish to apply for a Community Contract. The seminar will explain the general outline of the scheme, provide details of the guidelines and criteria to be applied, and answer queries concerning the scheme. Application forms will be available at the seminar.
