To ensure that the Wanganui District community is well informed, with a constant informational 'window' on the world.
So that the knowledge base and learning infrastructure of the Wanganui District is well-resourced for research, study and life-long learning.
To foster the literate and empowered future of Wanganui children.
Because reading is one of the most popular lifestyle and leisure choices of New Zealanders today, and we are committed to supporting that.

We provide this service via:
A Central Library - the 'Davis' at Queens Park.
A heritage research library - the 'Alexander' at Queens Park.
A Mobile Library, serving schools, rest homes, suburban and rural communities.

Hours
Central (Davis Library): Monday-Friday from 9am to 8pm; Saturday from 9am to 4.30pm. (From July 2003 the hours will be 10am to 8pm Monday-Friday; 9am to 4.30pm Saturday).
Heritage (Alexander Library): Monday to Friday, from 1pm to 5pm.
The Mobile Library is on the road for 20 hours per week.

Cost
The cost to the Wanganui ratepayer (via her/his rates) is $89 per year, with the balance of the operating costs coming predominantly from charges for value-added services.
Users who are Wanganui District residents and over 18 years pay an annual borrower fee of $4. Non-residents pay $82 per year.
(Adult) novels and magazines are 50 cents per item to borrow. (All Large Print items are free of charge).
Audiocassettes and CDs are $1 per item per week to borrow; videos and CD-ROM $3.
An overdue notification fee of $1 per item is charged, increasing $1 per week per item until return. Children under 12 do not pay an overdue fee provided they are registered with the Library as a child.

Notices of proposed temporary road closure to vehicular traffic
[Traffic (Vehicular Traffic Road Closure) Regulations 1965]

Victoria Avenue

Mainstreet Wanganui, for the purpose of the heritage market day, proposes to close Victoria Avenue from Ridgway Street to Guyton Street on Saturday, 8 March 2003, from 9.00am to 2.00pm.

During the closure, provision will be made for ordinary vehicular traffic which would otherwise use Victoria Avenue.

Any person objecting to the proposed road closure should lodge notice of his/her objections and grounds thereof in writing before 8 February 2003 at the Wanganui District Council, 101 Guyton Street, Wanganui.

Moutoa Quay

The Whanganui Riverboat Restoration and Navigation Trust, for the purpose of the heritage weekend, proposes to close Moutoa Quay from Market Place to Drews Avenue on Saturday, 8 March 2003, at 8.00am to Monday, 10 March 2003, at 4.00pm.

During the closure, provision will be made for ordinary vehicular traffic which would otherwise use Moutoa Quay.

Any person objecting to the proposed road closure should lodge notice of his/her objections and grounds thereof in writing before 8 February 2003 at the Wanganui District Council, 101 Guyton Street, Wanganui.

Taupo Quay and Pacific Place

The Wanganui Road Rodders, for the purpose of the annual drag event, propose to close Taupo Quay from Heads Road near Suzuki corner to Carlton Avenue and also Pacific Place on Sunday, 23 February 2003, from 6.00am to 6.00pm.

During the closure, provision will be made for ordinary vehicular traffic which would otherwise use Taupo Quay.

Any person objecting to the proposed road closure should lodge notice of his/her objections and grounds thereof in writing before 26 January 2003 at the Wanganui District Council, 101 Guyton Street, Wanganui.

Okoia Hill Road

The Wanganui Motorcycle Club, for the purpose of staging a hillclimb event, proposes to close Okoia Hill Road from Matarawa Valley Road to the junction with No 2 Line on Sunday, 2 March 2003, from 9.00am to 5.00pm.

During the closure, provision will be made for ordinary vehicular traffic which would otherwise use Okoia Hill Road.

Any person objecting to the proposed road closure should lodge notice of his/her objections and grounds thereof in writing before 2 February 2003 at the Wanganui District Council, 101 Guyton Street, Wanganui.

Special Order
To Revoke Parts of the Wanganui District Consolidated By-Law 1995 in Relation to the Liquor Ban Introduced in July 2000

The Wanganui District Council at a Special Meeting on 9 December 2002 resolved to revoke, by Special Order process, those parts of the Wanganui District Consolidated By-Law 1995 introduced in July 2000 relating to the liquor ban in the central business area.

The parts to be revoked are:
Clause 20.1.2 and clause 20.1.3 in Part 20 - Public Places, Parks and Reserves
Definition of 'Liquor' and definition of 'Liquor Ban Area' in Part 1 - By-Law Administration.

The Wanganui District Council intends to confirm the Special Order at its Ordinary Meeting, to be convened in the Council Chamber, Municipal Building, Guyton Street, Wanganui at 2.00pm on Monday, 24 February 2003, and that the Special Order come into effect on and as from Friday, 28 February 2003.

Reason
The Council has introduced a permanent liquor ban in a defined area, under Section 709C of the Local Government Act 1974. The existing parts of the By-Law relating to the liquor ban are now obsolete and therefore should be revoked.

Public inspection
Copies of the parts of the By-Law to be revoked are available on request, from Wanganui District Council Customer Services, Municipal Building, 101 Guyton Street, Wanganui.

Community Contracts

Community organisations are advised that applications for Council funding (Community Contracts) for the 2003/2004 financial year (1 July-30 June) are now being called.

'Community Contracts' is the Council's funding scheme to community organisations, within the Wanganui District, which offer a service with positive benefits and outcomes to the community, in line with Council activities.

They must be applied for on a specific application form which is available, along with Explanation Notes and an Information Pamphlet, at the District Council Office, 101 Guyton Street, Wanganui.
