Phase 1 - City Centre and Riverfront - complete

This phase considered two things; how we use our city centre and riverfront areas, and how we access the District Plan. This phase resulted in two proposed Plan Changes.

Proposed Plan Change 20 makes minor amendments to the District Plan text and format to allow the Plan to be accessed online in an interactive electronic format. The online format can be accessed here.

Proposed Plan Change 21 makes changes to the central city and riverfront areas, including the Old Town.

Council has considered the submissions received and made a decision to approve both Plan Changes 20 and 21 with modifications. The decision was made at a hearing held on 21 and 22 November 2011. The decision can be appealed to the Environment Court before 4.00pm on Friday, 13 April 2012.

Wanganui Riverfront Development Plan

In conjunction with the Shaping Wanganui Project, Council engaged Urbanism+ Ltd to prepare a Draft Riverfront Development Plan. Consultation on the Draft Development Plan was undertaken and the amended Plan has been approved by Council as the Wanganui Riverfront Development Plan 2011. The Plan establishes a vision for the development of the riverfront area.

The broad objectives of the Development Plan are that:

  • The riverfront builds on existing assets and its context
  • The riverfront is accessible and links important destinations
  • The riverfront is vibrant and prosperous
  • The riverfront is inclusive and distinctive
In order to achieve these objectives, the Riverfront Development Plan proposes the following six initiatives:
  1. A new gateway marker to the Riverfront Precinct
  2. A vibrant Riverfront park
  3. A mix of uses that celebrate the arts, market and culture
  4. Giving the Riverfront Precinct a strong presence on an enhanced Taupo Quay
  5. Connecting Moutoa Gardens/Pakaitore with the Whanganui River
  6. A built character that complements the heritage setting
